Summary

This position is assigned to the Fleet and Family Support Center (FFSC); Fleet and Family Readiness (FFR); Commander, Navy Installations Command (CNIC); Naval Air Station Oceana, Virginia Beach, VA. This position is that of a fully credentialed Clinical Counselor. The FFSC is the Navy's primary agency for the delivery of an array of human services programs intended to enhance the stability and self-sufficiency of individuals and families, resulting in increased operational readiness.

Responsibilities

D. MAJOR DUTIES AND RESPONSIBILITIES

A. Clinical Counseling 50%
  • Provides assessment and short-term, solution focused counseling services to eligible children, individuals, marital or intimate partners, families and/or groups.
  • Coordinates and manages specialized assessment and intervention services for at-risk children identified both inside and outside of the Family Advocacy Program (FAP).
  • Serves as primary point of contact for child cases ensuring all actions are in compliance with Department of Defense (DoD) and Navy directives and civilian reporting requirements.
  • Reports suspected child abuse and domestic abuse/violence to the local civilian authorities and the Family Advocacy Representative in accordance with (IAW) Navy and state requirements.
  • Participates in site/regional quarterly quality assurance procedures to ensure all clinical services provided are safe and of good quality.
  • Documents and maintains current records in the Fleet and Family Support Management Information System (FFSMIS) Case Management System pertaining to all assessment and counseling services provided.
  • Assesses children/family needs; explores basic personality structure in relation to behavior patterns, mechanisms, and symptoms. Receives and assesses referrals made by military and civilian agencies. Coordinates legal, medical and social services including commands, to assist in treatment and referral.
  • Initiates, develops, and facilitates group treatment programs to address the needs of families, children and adolescent groups..

B. Case Management 35%
  • Performs Family Advocacy Program (FAP) Case Management duties, which include receiving initial reports of suspected child and spouse abuse from military and civilian representatives and taking all steps required under the FAP.
  • Provides safety planning, case management, treatment, and education services related to child abuse and spouse abuse.
  • Serves as designated case manager and primary FAP point of contact for spouse and child abuse cases ensuring all actions are in compliance with DoD and Navy directives and civilian reporting requirements.
  • Provides timely completion of all required assessments and documentation (e.g., Family Advocacy Risk Assessment). Uses information for presentation of initial case reviews at the Incident Determination Committee (IDC).
  • Completes concise case presentations to the Family Advocacy Representative for presentation to the IDC.
  • Provides ongoing case management services to assess service and family member needs, confirms follow-through with treatment recommendations, and provides additional resource referrals as warranted by the case status.
  • Develops and provides group and individual treatment targeting at-risk and substantiated victims and offenders of family violence.
  • Prepares and maintains program documentation, records and reports. Provides timely and accurate completion of the DD Form 2486 to address the status of all allegations related to assigned cases.
  • Ensures mandated reporting of child and spouse abuse is completed in accordance with DoD, federal, and state laws governing mandated reporting of family violence. Maintains clinical case records, treatment plans and required statistical data. Prepares case summary reports and maintains ongoing contact with the Family Advocacy Representative for all child sexual abuse cases involving alleged active duty offenders

C. Community Liaison 15%
  • Serves as liaison, and maintains a working relationship with necessary and appropriate city, county, state, federal, and non-government agencies as well as military commands to further a comprehensive education/prevention program with regard to clinical counseling/FAP services affecting military personnel.
  • Participates in community liaison meetings to establish or strengthen relationships with other agencies serving the target population. Provides summaries of liaison meetings for supervisor review, and makes recommendations to supervisor for further collaborations that will reduce duplication of service and expand the range of programs for the population serviced.
  • Educates and provides case-specific consultation to military and civilian agencies about counseling services, FAP, risk assessment, clinical issues, treatment, and IDC/CCSM processes.
  • Maintains complete and timely records and workload statistics using forms and automated systems as directed.
  • Participates, and partners with civilian community service boards, child protective services and child advocacy centers within the local community.

Occasional travel - Incumbent may be required to travel for up to two weeks for the purpose of attending or providing trainings.

Conditions of Employment

  • Must possess a current state license to practice at an independent clinical practice level.
  • Child Care National Agency Check & Inquiry (CNACI) background check is required. FFSC personnel are not permitted to provide services to minor children until this condition is met.
  • An Access National Agency Check Investigation (ANACI) is required via the SF86 Security Form.
  • Must successfully complete a criminal history background check with no adverse information or feedback received.
  • Occasional travel up to approximately 10% may be required. Incumbent may be required to travel for up to two weeks for the purpose of attending or providing trainings.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.


Qualifications

Specialized experience must demonstrate the following:

KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of the military lifestyle that furnishes the employee with an understanding of the specific demands of military lifestyles, such as frequent separations, and high-stress working environments that have an extensive impact on individuals and their families.

Ability to present sensitive, and at times controversial, information to groups of people in a clear, concise manner.

Ability to modify programs to meet the ever changing needs of the active duty military community.

Ability to recognize, identify and assess mental disorders in accordance with the current version of the

Diagnostic and Statistical Manual.

Knowledge of intensive psychosocial services.

Skill in performing casework, group work, and individual and family therapy.

Knowledge of, and ability to apply, various counseling approaches such as behavior modification, client-centered, rational-emotive, family systems, brief solution-focused, and reality therapies.

Knowledge of dynamics and diagnostic skills necessary for family violence identification, risk assessment, and safety planning.

Knowledge of family violence treatment principles for victims and offenders.

Knowledge of group dynamics.

Knowledge in the areas of family systems, particularly as it relates to patterns of abusive behavior and abuse response, substance abuse, human behavior, human sexuality, attention deficit disorder, and juvenile delinquency.

Ability to recognize and define personal and social problems, to independently reach accurate conclusions, and to provide appropriate solutions.

Ability to effectively interview and clinically respond to the needs of clients, including assessing suicidal and homicidal risks and substance abuse issues.

Ability to communicate orally to interview alleged offenders and victims; to maintain cooperative and professional relationships with law enforcement, Child Protective Services, medical treatment facilities, and senior personnel from commands of offenders and victims; prepare documentation for presentation at the IDC and participate in case discussions regarding assessment; make presentations; and exercise strong facilitation skills for individual and group counseling.

Education

Successful candidates for this position shall meet all qualifications as outlined in the current SECNAVINST 1754.7A:

• The Clinical Practitioner must meet the following requirements:
  • State or U.S. territory or license or certification that provides legal authority to provide clinical services as independent practitioner.
  • When the state or U.S. territory licensing or certification requirements include a written examination, candidates for privileging must have achieved a passing score on that examination.

  • • Possess at least a master's degree in one of the following clinical fields:
  • Marriage and Family Therapy from a program accredited by Commission on Accreditation for Marriage and Family Therapy Education (COAMFTE) or an equivalent degree.
  • Social Work from an accredited school or an equivalent degree.
  • Psychology from a doctoral program approved by APA or an equivalent degree.

  • • Must have engaged in 2 years, that includes at least 2000 hours, full-time, post-licensure clinical experience, with a minimum of one-year experience in assessment and treatment of children and demonstrated experience working with children exposed to family violence.

    Salary is dependent on experience and/or education.
