Summary

About the Position: The Integrated Logistics Support Center (ILSC) provides global logistics support for Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems and equipment through rapid acquisition, maintenance, production, fielding, new equipment training, operations and sustainment to meet the Army's Reset and Readiness goals in support of Army and coalition forces.

Responsibilities

  • Works with customer at management levels to resolve problems affecting programs/projects; maintains effective relations with other logistics organizations to ensure support of mission requirements.
  • Establishes, manages, and controls a comprehensive Logistics review and assessment program covering all programs assigned to the Command; optimizes, controls, and manages all resources across projects/programs.
  • Assigns work to subordinates based on priorities and selective considerations of the difficulties of assignments and capabilities of employees; identifies needs and makes provision for training and development of subordinates.
  • Reviews and approves all logistics related elements of purchase requests, Memorandums of Understanding, Memorandums of Agreement, Inter/Intra Service Support Agreements, and Standard Operating Procedures.
  • Assesses and provides strategic direction for resolution of mission critical problems, policies, and procedures.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • This is a designated Critical Acquisition Position. Individuals selected must either be an acquisition corps member or be eligible for a waiver prior to entrance on duty.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This is a Defense Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in career category Life Cycle Logistics within 24 months of entrance on duty.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Experience formulating and implementing acquisition strategies to facilitate a Weapon System transitioning to Sustainment. 2) Experience leading and/or supervising a team in the management of Supply requirements (to include increasing Stock Availability, reducing Back orders and divesting of excess equipment. 3) Experience managing program budgets through forecasting, programming, planning and execution of various types of sustainment funding. 4) Experience developing, reviewing and/or managing of contracts (to include, but not limited to Performance Work Statements/Statements of Work (PWS/SOW), Procurement Work Directive (PWD), Contract Data Requirements List (CDRL), Independent Government Cost Estimates (IGCE) and assessment of deliverables). 5) Experience providing management oversight, and execution of fielding programs, or life cycle management in the areas of supply or maintenance for vehicle or weapons systems or sub systems. 6) Experience in resource management, including planning, programming, and budgeting across multiple appropriations to acquire and maintain end items and components. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03.
