Summary

This position is located in the Office of Administrative Management, Center for Information Technology (CIT), National Institutes of Health (NIH), Department of Health and Human Services (HHS).

The incumbent serves as a senior IT Project Manager/Contracting Officer's Representative and authoritative expert in IT contract, vendor and acquisition planning and management.

Responsibilities

  • Serves as senior Project Manager/Contracting Officer's Representative with responsibility for the planning, management, and oversight of major NIH IT acquisitions projects and contracts involving the development and implementation of informatics and infrastructure systems and solutions.
  • Ensures IT projects and contracts are integrated within the overall program IT requirements, schedule, budget, and reporting mechanisms; remain on time and within budget constraints; and meet high IT quality standards in terms of both development and non-development portions of projects.
  • Collaborates with and provides support to the Service Area/Group Director on the preparation of all data and narrative materials for the outyear budget requests.
  • Assembles special reports and makes presentations on a variety of financial management issues related to a contract, project, or portfolio. Develops spreadsheets and reports in support of budget formulation and execution activities.
  • Utilizes expert knowledge of CIT programs, projects, and services to prepare and manage the formulation, execution, and evaluation of the annual budget for CIT Service Area/Group or contract portfolio.
  • Monitors project and contract activities for achieving agreed-upon milestones, verifying and validating cost projections, meeting user requirements, and delivering projected benefits.
  • Develops plans to formalize the objectives of projects and contracts.
  • Accepts contract deliverables for programmatic adequacy on behalf of the Federal government;
  • Coordinates activities for major tasks on the project, including working directly with contractor task leads and NIH stakeholders on day-to-day operations to track deliverables, ensure tasks are on schedule, serve as an escalation point to solve contract issues, and monitor spending levels.
  • Serves as a technical advisor to management and other technical experts on IT projects and contracts, specifically those involving the IT professional services and the development of IT systems, solutions, and infrastructure or other acquisition-based services and products.
  • Coordinates with various committees and functional groups to develop business and management plans for projects and contracts, provide outreach activities, measure milestones, and develop standards for performance measurement.

Qualifications

To qualify for an IT Project Manager position, you must have IT-related experience as described below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. IT-related experience must demonstrate each of the four competencies listed below:

AND to qualify at the GS-14 level:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-13 level in the Federal Government performing the following types of tasks: Developing policies and documentation for the management of IT projects and contract activities; Monitoring purchases and contracts for IT services, equipment, products and supplies; AND Preparing and managing the formulation, execution, and evaluation of the annual budget for an IT contract portfolio.
