Responsibilities

The Information Law & Disclosure Division (ILD) of the Office of Counsel (OC) encompasses Freedom of Information Act (FOIA) and Privacy Act (PA) practice. This division is responsible for processing requests for documents pursuant to the FOIA/PA, as well as handling all FOIA related appeals and litigation. Provides legal guidance and advice to OIG staff regarding requests for OIG records. With guidance and input from the Counsel and Deputy Counsel to the Inspector General, the ILD Division Chief has primary leadership and management responsibility for the ILD and the work of the OIG in handling all FOIA requests, privacy matters, information law matters, and related litigation.

As the OIG Privacy and FOIA Officer, engages as liaison with the DHS Privacy Office and other DHS components' Privacy/FOIA Officers.

Exercises discretion and independent judgment in the interpretation of applications information and disclosure law.

Conducts and supervises legal research involving complex problems of information and disclosure law by application of Federal and state statutes, regulations, policies, Executive Orders, court decisions, legislative hearings and committee reports and analysis of factual, technical, and legal issues.

Manages the workflow within the ILD, ensures OIG's ILD personnel produce quality work product, that the ILD has the proper resources and guidance to complete their duties and that all deliverables are met.

Supervises and/or reviews, guides, or assists ILD staff attorneys and government information specialists in the routine work of ILD and the Office of Counsel.

Responsible for developing and providing FOIA/PA OIG-wide training and developing plans, programs, and policies for the management of the ILD.

Ensures OIG's timely response to FOIA/PA requests. This includes working with other OIG program offices to establish or maintain appropriate search procedures, researching and recommending new technologies to assist with FOIA/PA case management, and any other tasks that help facilitate efficient and timely processing of FOIA/PA requests.

Ensures that OIG provides a high quality of customer service to requesters, Congress and other members of the public..

Facilitates and manages compliance of ILD staff with OC policies and procedures, internal reporting requirements, and case management practices. Ensures work is coordinated with supervisors and other OC staff, as necessary.

Serves as OIG liaison with the Department's Office of General Counsel, and as a liaison with the Department of Justice in connection with information and disclosure law matters arising out of the OIG operations and activities. Responsible for overseeing production of OIG materials in response to discovery requests or subpoenas in complex litigation in federal courts nationwide.

Qualifications

Applicants much possess at the GS-15 grade level a J.D. degree, be an active member of the bar in good standing (any jurisdiction) and have at least 3-5 years of post J.D. legal experience one of which was specialized experience at, or equivalent to, the GS-14 grade level. Examples of specialized experience may include: Conducting in-depth legal research; writing complex legal documents; significant experience developing research strategies for legal issue; making oral presentations and communicating research results; and the ability to work well with individuals from other discipline to analyze a great deal of information in a limited period of time, and to produce a superior written product reflecting that analysis in a timely fashion; Excellent academic credentials.

Applicants must meet all qualification requirements, including the following, by closing date of this announcement: 1.) Be a graduate of a law school accredited by the American Bar Association at the time of graduation, and 2.) Be a current member of a bar with a valid license to practice law in a state or territory of the United States, District of Columbia or Commonwealth of Puerto Rico.

You will receive credit for all qualifying experience, including volunteer experience.

Education requirements include: a professional law degree, J.D., LL.B., and /or LL.M. You must be a graduate from a law school accredited by the American Bar Association and be a current active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar. for an attorney position.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement).
