Responsibilities

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Information and Technology, in Springfield, VA.

This position will be affected by a planned relocation to Ashburn, VA. Relocation is tentatively scheduled to begin in 2021, although the date is subject to change.

Joining Customs & Border Protection will allow you to use your expertise to analyze and advise management on a wide range of program activities which will have agency wide impact. This position starts at a salary of $48,670.00 (GS-07, Step 1) to $63,267.00 (GS-07, Step 10) with promotion potential to $112,240 (GS-12 Step 10). In this Management and Program Analyst position, you will strengthen the Department's ability to perform homeland security functions by developing policies, conducting special studies, and providing technical assistance. Typical work assignments include:
  • Providing assistance and supporting internal/external staff in a variety of matters relating to the performance of services provided for operational systems with meeting mission requirements
  • Coordinating activities of support staff, and provides analysis on problem definitions, planning methodologies, policies, and procedures
  • Assisting with planning and conducting research, personally or through team activities, and with developing, recommending and/or evaluating services provided in assigned areas of responsibility

Qualifications

Experience: You qualify for the GS-07 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Reviewing and developing processes for a program or project and assisting with recommended improvements
  • Providing assistance to and supporting internal/external staff in a variety of matters relating to the performance of services provided for operational systems with meeting mission requirements
  • Participating in studies on field equipment and provides assistance to internal or field offices on resolving issues
  • Assisting with planning and conducting research in assigned areas of responsibility

Education Substitution: Successful completion of one year of full-time graduate education from an accredited college or university may substitute for the experience required at this level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours.

OR

Superior Academic Achievement may also substitute for the experience required, it is based on (1) class standing, (2) grade-point average, or (3) honor society membership. (1) Class standing. Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (2) Applicants must have a Grade-point average (G.P.A.) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (3) Membership in a national scholastic honor society.

Combining Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/01/2020.

In order to be considered for this position, you must complete all required steps in the process. In addition to the application and application questionnaire, this position requires an online assessment. The online assessment measures critical general competencies required to perform the job. The assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. You will not be considered for the position if you score below the cut score or fail to complete the assessment.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
