About the Position: Works under the general administrative supervision of the District Commander with the rank of Colonel, who provides administrative directions and makes assignments of a broad and general nature covering long range plans and objectives for "delivering enduring and essential water resource solutions through collaboration with partners and stakeholders": the Water Resources Division (WRD) mission.

Responsibilities

  • Executes significant initiatives, water and related land resources mission, and associated activities.
  • Collaborates within the Norfolk District (division chiefs, branch chiefs, offices, program managers, business line managers, and project managers) to negotiate, decide on, and/or coordinate work-related changes affecting other units.
  • Responsible for the scheduling, utilization, and control of all Civil Works funds allocated to the Water Resources Division.
  • Provides direct supervision to three subordinate supervisors, a GS-14 technical expert, one administrative support position and indirect supervision to 170 employees (permanent, seasonal, and temporary).
  • Provides administrative directions and makes assignments of a broad and general nature covering long range plans and objectives for the Water Resources Division (WRD) mission.
  • Has considerable independence in executing the mission, conferring with the District Commander only on those matters involving major problems.
  • Acts as the delegated appropriate authority and responsibility for WRD mission throughout the following areas: Regulatory ? the Commonwealth of Virginia and for Civil Works ? assigned river basins and watersheds.
  • Controls consist of broad policies and objectives provided by the District Commander and higher authority.
  • Holds delegated full authority for the responsibility for planning, organizing, staffing, supervising, and directing for the execution of the assigned initiatives, WRD mission, and activities.

  • SECRET CLEARANCE - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • NATIONAL AGENCY CHECK WITH WRITTEN INQUIRIES (NACI) - Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • FINANCIAL DISCLOSURE - This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • DRIVER'S LICENSE - The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • SUPERVISORY PROBATION - This position is supervisory as defined by the OPM General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • ACQUISITION CORPS MEMBERSHIP - This is a Critical Acquisition Position. Selectee MUST be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
  • SERVICE AGREEMENT - This is a Critical Acquisition Position Selectee must execute, as a condition of appointment, a written agreement to remain in the Federal service in the position for at least three years after the appointment.
  • DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA) CERTIFICATION - Position requires level SENIOR LEVEL III certification in the acquisition career field of FACILITIES ENGINEERING within 24 months of appointment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes experience to direct and/or review the planning, operations and maintenance, and regulatory activities for projects and products through a program such as Civil Works; and experience serving as an advisor to senior-level personnel (i.e. District Commander or higher) for technical products prepared by a program such as Civil Works; and experience to direct a program segment that performs one or more of the following aspects: technical, administrative, protective, investigative, or professional work.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
