Summary

These positions are in the Office of Research and Development, Office of Resource Management, Human Capital Division, Human Resources Customer Support Branch.

The location will be determined after a selection has been made for the position; if selected, you must work at one of the locations stated in this announcement. The salary will be commensurate with the location.

Responsibilities

You will:
  • Provide the full range of human capital management advisory services, guidance, and assistance for assigned organizations;
  • Serve as the primary liaison between management officials and the Shared Service Center (SSC);
  • Provide advice on planning and executing staffing, recruitment and placement programs, policies, procedures and accepted practices;
  • Conduct comprehensive research to assess and enhance program effectiveness and efficiency and recommend changes;
  • Provide guidance and analysis on the development of reorganization proposals and changes in program functions.

This position is designated as Low Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as applying human capital management initiatives within an organization; analyzing and/or advising on human resources issues within an organization; or analyzing and/or advising on workforce utilization or position management within an organization.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of human capital management concepts, principles and practices; 2) Skill in written communication; 3) Skill in oral communication; 4) Ability to provide advice and guidance concerning an organization's human resources programs; 5) Ability to guide management in the development of staffing and recruitment strategies; 6) Skill in analyzing program operational issues; 7) Knowledge of position management and/or workforce utilization principles and practices.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
