Summary

This position is located in HUD OIG, OM, HCMD. The incumbent reports directly to the Director, HCMD. The HCMD provides advice and support to senior OIG management on all human resource matters, including by not limited to, organizational management, recruitment and staffing, position classification and position management, performance management, employee relations, personnel security, employee benefits, employee development, and pay administration.

As the Office of Inspector General (OIG) for the U.S. Department of Housing and Urban Development (HUD), we remain an independent and objective organization, conducting and supervising audits, evaluations, and investigations relating to the Department's programs and operations. The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

As an Instructional Systems Specialist, you will:
  • Be responsible for developing tools that measure the achievements of instructional objectives and the effectiveness and efficiency of instructional programs for all OIG organizational components, including the Office of Investigation (OI), Office of Audit (OA), Office of Evaluation (OE), and other mission support functions within the OIG.
  • Develop, implement, and provide instruction for training and course development for HUD OIG, other OIG-specific, and HUD-specific training for staff throughout the United States.
  • Serve as key staff member within HCMD, and as such, serve as the primary consultant and technical expert within the OIG in instructional systems design, adult learning theory, principles of education and training, concepts of blended learning, micro-learning and other innovations in learning and instruction as strategies for designing instructional and training delivery systems.
  • Analyze the training program for the OIG, determining instructional soundness of design, development and selection of suitable learning instruments, materials and resources for OIG employees in Headquarters (HQ) and the Field.
  • Perform training analyses (including but not limited to, needs analysis, task analysis, audience analysis and occupational analysis) to determine trends and root causes for gaps in performance or desired outcomes.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
  • Experience developing, implementing , delivering and assessing virtual learning platforms and custom virtual, interactive learning curricula that address an organizations specific needs; AND
  • Experience developing training or instructional materials based on an agency's educational theory and providing technical advice, guidance and recommendations to management and other key officials on training and developmental design; AND
  • Experience independently conducting all life-cycle phases of instructional systems design.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Experience assisting in the development, implementation, delivery and assessment of virtual learning platforms and custom virtual, interactive learning curricula that addresses an organizations specific needs; AND
  • Experience using multimedia technology, eLearning authoring tools and learning management systems; AND
  • Experience solving problems and identifying innovative solutions involving instructional systems design.

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

Education Requirements: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.

3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.

5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
