Summary

The incumbent serves as Paralegal Specialist for the Inter-American Foundation's (IAF) Office of General Counsel (OGC). In this capacity, the Paralegal Specialist provides legal and administrative support to the OGC and carries out a variety of projects related to the operations of the OGC.

Responsibilities

  • Conduct in depth and thorough legal research in addition to researching, analyzing, and interpreting current Federal law and regulations, precedent cases, opinions and other guidance.
  • Conduct legal writing and assist with draft reports responding to various administrative law requirements.
  • Review grant agreements and amendments, drafting language when necessary.
  • Develop office management systems and complete statistical and other reports.
  • Conduct periodic evaluations of the administrative control systems. Develop or modify procedures and systems to prevent unauthorized use of confidential or sensitive information.
  • Manage requests for information as the Freedom of Information Act (FOIA) and Privacy Act (PA) processor.
  • Draft new administrative guidance promulgated by the agency.
  • Provide logistical support to the General Counsel and assist with a variety of record-keeping and administrative tasks.
  • Assist in the administration of the IAF?s Ethics program. Prepares annual agency ethics report and participate in the development and completion of management reports.

Qualifications

GS-09 Qualifications (applicants must meet one of the following)
  • Specialized experience: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-07 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that which is typically in or related to the position to be filled. Specialized Experience is defined as experience performing analytical paralegal or legal work which demonstrates a practical knowledge of law, the litigation and judicial process, and applicable rules, regulations, policies, and procedures. Examples of specialized experiences may include the following: reviewing legal documents for compliance with applicable regulations and guidelines; responding to a variety of customer inquiries by providing information to internal and/or external customers; performing legal research of regulations, laws, legal databases to obtain information or address issues/concerns; drafting legal briefs, summaries of analyses and decisions, and pre-trial documents; and, preparing evidence and documents to support recommendations.
  • Education: One of the following types of education in a related field (e.g., Criminal Justice, Law): A master's or equivalent graduate degree in a related field (e.g., Criminal Justice, Law), OR 2 full years of related progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
  • Combinations of successfully completed graduate education and experience.
  • GS-11 Qualifications (applicants must meet one of the following)
  • Specialized experience: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that which is typically in or related to the position to be filled. Specialized Experience is defined as experience performing a variety of analytical paralegal or legal work which demonstrates a practical knowledge of law, the litigation and judicial process, and applicable rules, regulations, policies, and procedures. Examples of specialized experiences may include the following: analyzing and evaluating legal decisions and case files to identify relevant issues and potential evidence; conducting legal research concerning precedents and past court decisions; composing legal briefs, summaries of analyses and decisions, and pre-trial documents; interviewing witnesses and various individuals who can provide insight into cases under review; and preparing evidence and documents to support recommendations.
  • Education: One of the following types of education in a related field (e.g., Criminal Justice, Law): a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
  • Combinations of successfully completed graduate education and experience.

    Ability to read and translate Spanish and/or Portuguese is desirable.
