Responsibilities

This position is located in the Office of Facilities and Logistics (OFL), Office of the Chief Administrative Officer, US Capitol Police (USCP). OFL is responsible for managing, implementing, and evaluating technical services to the U.S. Capitol Police (USCP) in accordance with standards of the Office of Compliance, Occupational Safety and Health Administration (OSHA), and other safety compliance standards. The purpose of this position is to serve as the safety and occupational health program manager, directing a comprehensive safety, occupational health, environmental, and fire safety and employee fitness program for USCP.

Serves as a technical authority investigating the most complex cases of violation and identifies corrective actions, evaluating information gathered as a basis for determining appropriate action. Provides expertise in reviewing reports of inspections or investigations conducted by other personnel to determine appropriateness of actions taken. Serves as the final authority for organizational design proposals recommended by subordinate safety and occupational health personnel. Prepares findings; reviews and recommends approval or disapproval of facility corrective actions.

Reviews forecast/discrepancy reports, investigation or inspection reports, and letters of inquiry or complaint and determines whether a source is in compliance or noncompliant. Confers with attorneys on enforcement actions, providing technical data for inclusion in reports.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP -11/GS-13 you must have one year (52 weeks) of specialized experience equivalent to at least the CP-10/GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes 1) reviewing reports of inspections or investigations conducted by other personnel, 2) recommending enforcement action on violations, and 3) recommending administrative remedies in cases where there are deficiencies.

For the CP -12/GS-14 you must have one year (52 weeks) of specialized experience equivalent to at least the CP-11/GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes 1) preparing technical background reports which include the nature and extent of non-compliance, feasibility of alternative actions or solutions, and time schedules for taking corrective action, 2) serving as the fire-safety expert to project managers and other management officials investigating problems and developing solutions, 3) monitoring, evaluating and promoting improvement in safety and occupational health programs, and 4) investigating complex cases of violation and identifies corrective actions, evaluating information gathered as a basis for determining appropriate action.

Criminal History Check
-- Must successfully pass a comprehensive criminal history check of the past 10 years.
  • A criminal history check will be performed on all qualified applicants.

Credit Check -- Must successfully pass a credit check. Applicants must not be in default or delinquent on any Federal guaranteed student loans. Applicants must demonstrate a competent financial history. Financial delinquency including collection accounts, liens, repossessions, or garnishments may be a basis for disqualification.

Selective Service Registration -- Male applicants must provide verification of registration with the Selective Service System or must verify exemption from the Selective Service System registration because of age or military status. Fingerprint Check -- Applicants' fingerprints will be submitted to the Federal Bureau of Investigation (FBI) for a check of the criminal history record.

Background Investigation -- Must successfully complete all components of the USCP full field background investigation.
  • There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
