This position is placed in the Human Capital Management Office. The purpose of this position is to serve as the DCSA Drug Free Work place Program Manager, supporting the Chief, Employee Relations.

Responsibilities

As a Human Resources Specialist (Drug Free Workplace Program Manager) you will be responsible for the following duties:
  • Serve as the technical authority and advisor for all matters pertaining to the DCSA DFWP.
  • Provide senior level, timely, and accurate guidance and advice to employees, supervisors, management officials, and human resource professionals throughout DCSA on all DCSA DFWP issues.
  • Research policies and laws in order to ensure that DCSA DFWP policy and program is current.
  • Develop and execute DFWP training courses, ensuring program material is up to date and accurate.
  • In coordination with the Drug Program Coordinator (DPC) will plan, schedule, and execute random drug testing agency wide.
  • Serve as the point of contact on all issues related to lost, missing, or delayed test results, as well as the point of contact for all pre-employment testing.
  • Research and compile pertinent information for the annual Drug Testing Report for HHS by working with the DPC and DoD DFWP Program office.
  • Identify and/or develop metrics to measure program effectiveness.
  • Monitor, analyze, and report DFWP results to HCMO leadership with recommendations for action and/or action taken.

Specialized experience required for this position is:
  • Demonstrated understanding of and ability to apply Federal Drug Free Workplace Policy.
  • Experience coordinating, setting up, and running Random Testing events.
  • Demonstrated ability to handle lost, missing, or delayed drug test results.
  • Proficient in developing and presenting Drug Free Workplace Program (DFWP) training courses.
  • Expert knowledge of completing and submitting the annual Drug Free Workplace Program (DFWP) report.

    DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

    All current and former Federal employees must submit a copy of your latest SF50 (Notification of Personnel Action) showing your tenure, grade and step, and type of position occupied (i.e., Excepted or Competitive); or similar Notification of Personnel Action documentation, i.e., Transcript of Service, Form 1150, etc.
