Summary

A successful candidate will...
  • Serve as an authoritative Procurement Advisor to DOE senior leadership and office directors on a variety of policy, accountability, management, regulatory, and other issues and projects arising from the discharge of DOE procurement responsibilities.
  • Provide authoritative expertise and analytical advice on a wide-range of procurement policy, regulations, programs and federal appropriations law (fiscal law).

Responsibilities

As a full-performance level GS-1102-15, Procurement Analyst, you will:
  • Serve as a technical authority for DOE-wide procurement issues leading the analysis and effective implementation and effectiveness of procurement policies, standards and procedures to ensure current and future compliance by DOE with all applicable provisions of acquisition regulations, statutes, or policy memoranda for departmental acquisition initiatives.
  • Direct the analyses of or independently analyzes major procurement actions that are highly complex, presents findings, recommends and oversees the implementation of corrective actions and policy or procedure improvements.
  • Provide authoritative explanations, findings, and/or recommendations to appropriate personnel to reach agreement, settlement, compliance, or solutions.
  • Promote contractor accountability and mission success by proactively advocating for the use of appropriate acquisition strategies, contract types, and best business practices.
  • Provide guidance and assistance to DOE Headquarters and Field Office Staff regarding policy interpretation and implementation.

SPECIALIZED EXPERIENCE REQUIREMENTS

GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position at the GS-14 is defined as:
  • Serving as a Contracting Officer/Procurement Analyst with the responsibility for overseeing procurement activities and procurement programs.
  • Providing recommendations on acquisition policy matters to senior agency officials.
  • Assisting with the developing, coordinating, establishing, and revising agency acquisition policy, standards and procedures.
  • Assisting with acquisitions of high dollar value, of a highly technical nature, or encompassing multiple components.
  • Performing varied and complex procurement issues, acquisitions, sales, and similar agreements; applying source selection procedures and utilizing innovative contract provisions and performance-based contracting concepts.

  • GS-15: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position at the GS-15 is defined as:
  • Serving as a Contracting Officer/Procurement Analyst with the responsibility for providing advice, guidance and recommendations for resolution of complex acquisition and source selection problems.
  • Advising senior management officials on matters pertaining to all aspects of contracting procedures and policy interpretation including proposed or upcoming changes to laws and regulations.
  • Serving as a procurement advisor on acquisitions of high dollar value, of a highly technical nature, or encompassing multiple components and serving as a signature authority for large dollar or complex procurements.
  • Performing varied and complex procurement issues, acquisitions, sales, and similar agreements; applying source selection procedures and utilizing innovative contract provisions and performance-based contracting concepts.
  • Identifying, developing, assessing, and implementing policies, regulations, and procedures to ensure the effectiveness, efficiency and compliance of DOE procurement actions.

  • Knowledge of procurement principles and technical requirements sufficient to plan, manage, and make recommendations that significantly affect the content, interpretation, or development of complex, long-range, Departmental policies concerning the management of acquisition matters.
  • Knowledge of business strategy and program or technical requirements sufficient to perform or direct in-depth evaluations of the financial and technical capabilities, or the performance, of the contractor.
  • Knowledge of procurement statutes, Federal, DOE, and acquisition regulations, policies, and procedures and commercial business practices applicable to the analysis of procurement policies and programs and other wide ranging procurement assignments when these assignments are not well defined.
  • Skill in written and oral communications sufficient to prepare or direct the preparation of written guidance and decisions; to explain, justify and defend decisions to acquisition personnel, contractors, or higher level reviewing officials.
  • Knowledge of contract types, methods, and techniques including cost and incentive contracting, award fee, cost sharing arrangements, processing of unsolicited proposals, multiple awards, special provisions relating to proprietary rights, and rights in data.
  • Knowledge of business strategy and program or technical requirements sufficient to perform or direct in-depth evaluations of the financial and technical capabilities, or the performance, of the contractor.

  • "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    EDUCATION:


    Basic Qualification Requirement for grade level GS-13 and above:

    A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    AND

    B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

    D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

    For selection at the GS-14 and GS-15 level, certification must currently be held at Level III. In order to receive consideration you must submit proof of your certification.
