Summary

This position is located in the Directorate for Social, Behavioral, and Economic (SBE) Sciences supports basic research on people and society. The SBE sciences focus on human behavior and social organizations and how social, economic, political, cultural, and environmental forces affect the lives of people from birth to old age and how people in turn shape those forces.

Responsibilities

Business Process Management
      • Works collaboratively with other team members or project specialists to restructure work processes, standardize procedures, and manage changes for organizations supported.
      • Evaluates the effectiveness of administrative procedures and the consistency of their contributions to the accomplishment of organizational/program goals and objectives. Recommends changes, as appropriate to meet short and long-term strategic plans and objectives of organizations.

Project Management
    • Plans, develops, coordinates, organizes, implements, communicates, and tracks project plans, guidelines, budgets, procedures and timetables including recommending changes in policy and management activities for these projects. Examples of assignments include: the impact on internal resources of newly funded program initiatives; making recommendations on the redistribution of resources due to budget cuts; and identifying external resources that may be available to support organizational programs.
    • Performs management studies to evaluate and measure the progress and success of projects assigned to identify and recommend ways to improve the effectiveness and efficiency of cross directorate programs and activities.
    • Collects pertinent statistical data and narrative information from a variety of sources within and outside NSF. Applies various analytical techniques to data management systems in order to identify patterns and trends. Develops tracking and reporting systems to monitor activities to ensure that activities meet established guidelines and schedules.

Communication and Outreach
  • Utilizes contemporary communication, content development, and content distribution computer technologies and techniques to produce measurably successful communication outcomes. The incumbent has content oversight of the SBE Internet home and associated outlets. This oversight includes the design and maintenance of the website to support mission strategies and goals relative.
  • Working with the Assistant Director and SBE Senior Leadership, the incumbent develops content for the website and associated venues and monitors effectiveness and impact.

Qualifications

To qualify for the GS-11 level, you must have one of the following:
One year of specialized experience equivalent to the GS-9 level in Federal service. Specialized experience is assisting in conducting analyses of program or project outputs and outcomes to assess program and project efficiency and effectiveness; assisting in the authoring and publishing web content in a modern content management system such as Drupal, Joomla or WordPress; copy editing and proofing written content for publication using the Associated Press stylebook or similar; assessing, and evaluating communications and outreach programs; providing assistance with collaboration software such as Slack, Microsoft Teams, Trello, Planner, SharePoint and others and scheduling software such as Outlook to improve office collaboration and efficiencies; and assisting senior leaders and program directors with planning and implementing program solicitations and outreach.

OR

Possess a Ph.D. or equivalent doctoral degree in related field OR

Possess 3 full years of progressively higher level graduate education leading to such a degree. OR

Possess a combination of post high school education and experience that together meet the qualification requirements for this position.

To qualify at the GS-12 level, in addition to meeting the basic requirements, you must have one year of specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is conducting analyses of program or project outputs and outcomes to assess program and project efficiency and effectiveness to improve understanding of program outcomes; authoring and publishing web content in a modern content management system such as Drupal, Joomla or WordPress; copy editing and proofing written content for publication using the Associated Press stylebook or similar; assessing, evaluating, and improving communications and outreach programs; providing assistance with collaboration software such as Slack, Microsoft Teams, Trello, Planner, SharePoint and others and scheduling software such as Outlook to improve office collaboration and efficiencies; and advising senior leaders and program directors with planning and implementing program solicitations and outreach and identify actual or potential problem areas.

Education

Education may be substituted for experience as described in "Qualifications" for the GS-11 level. Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at the GS-12 level.
