Summary

This position is located in ATO, Air Traffic Services (AJT) Service Unit, AJT-0000. AJT provides safe, secure, and efficient management for the National Airspace System and international airspace assigned to U.S. control. AJT is responsible for Airport Traffic Control Towers (Federal and Contract), Terminal Radar Approach Control facilities, Air Route Traffic Control Centers and Combined Center Radar Approach Control facilities to guide aircraft through their various phases of flight.

Responsibilities

Incumbent will serve as a recognized expert and Senior Advisor reporting to the Vice President for Air Traffic Services, often called upon to provide leadership for highly complex and challenging activities. As the focal point, the incumbent is responsible for monitoring multiple activities and programs for the VP. He/She provides advice and guidance to the VP, and applies experience and expert knowledge in a variety of technical disciplines. These disciplines include air traffic control operations, facility management, and engineering to resolve highly complex issues and unique problems that significantly impact air traffic management and the separation and control of aircraft in the en route environment and in and out of airports across the country through airport traffic control towers and Terminal Radar Approach Control Facilities (TRACON). He/She identifies and resolves highly complex problems that are elevated to the VP's attention and that significantly impact operations in the National Airspace System (NAS).

Incumbent reviews and analyzes proposed policies and programs related to the development, acquisition and deployment of En Route and Terminal automation, surveillance, and facilities projects, quality assurance, safety and traffic management initiatives. He/She often develops new policies, procedures, and approaches taking into consideration FAA policies, government rules and regulations, and industry standards. Incumbent reviews and comments on the changes to the Controller Workforce Plan; reviewing and approving proposed complex recommendations from other Directorate experts to determine whether there are conflicting proposals or whether recommendations conflict with existing FAA policies; consolidating reports and overseeing the planning and execution of Air Traffic Service programs to ensure overall service consistency within Air Traffic Services; and briefing senior management on the status of these recommendations and reports, focusing on complex problem areas that may adversely impact the program.

He/She serves in a senior leadership position that influences a highly technical multi-layered workforce by facilitating the integration of programs and policies; advocating the tactical use of concepts and technologies to advance the strategic goals of the FAA; coordinating with multiple internal/external ATO organizations, other lines of business, and industry on unique issues; and coordinating, monitoring and tracking multiple activities and programs for the VP across the agency.

Incumbent works mainly independently and has broad discretion to ensure alignment with organizational objectives and policies. As employee is a technical expert, his or her final work is typically reviewed for success in achieving planned results, not technical merit.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but is not limited to:
  • Experience analyzing the impact of technical changes on agency policies and workforce.
  • Experience analyzing proposed policies and programs related to the changes to National Airspace System (NAS).
