Responsibilities

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Senior Advisor, you provide expert advice to the Bureau Director on a broad range of public health program and management initiatives related to health care program operations for the purpose of improving business services, practices, and systems through effective strategic thinking, critical analysis, resource and performance management, policy analysis and development, communications and customer-related management.

Your major duties and responsibilities include:
  • Analyzing and evaluating current and potential crosscutting issues resulting from existing or proposed public health policies, program and management initiatives.
  • Representing the Bureau Director as needed in related areas of critical importance to effect improvements in Agency performance and outcomes.
  • Leading, coordinating, and directing special projects as determined by the Bureau Director.
  • Planning, directing, and coordinating Bureau-wide activities to support the Bureau Director in his/her oversight and accountability of Bureau goals and objective.
  • Utilizing an astute understanding of complex, sensitive issues and the interrelationship of highly specialized public health programs to accomplish Bureau goals and initiatives.
  • Providing leadership and collaboration for cross-cutting Bureau initiatives that are rapidly evolving and highly visible and will act during the absence of the Bureau Director.

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
  • Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  • Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  • Knowledge of a specialized public health program.
  • Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  • Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
  • In order to qualify for position at the GS-15 level,your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

    Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    Examples of qualifying specialized experience equal to the GS-14 level include performing the following types of duties on a regular and recurring basis: Establishing program standards, policies, strategies, goals, and evaluation plans for public health programs; researching, analyzing and designing strategic plans, policies and programs regarding quality improvement of public health programs; and assessing and interpreting evidence-based research data related to the measurement of public health program outcomes.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

      PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS: Analyzes, interprets and explains the impacts of health policies, proposals, and legislation on public health programs. PLANNING AND EVALUATING: Organizes work, sets priorities, and determines resource requirements; determines short-or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. PUBLIC HEALTH PROGRAM MANAGEMENT: Plans, develops, coordinates and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
