Our expertise in collecting, analyzing, and formatting spectrum data, including RF measurement, frequency assignment, spectrum certification, LiDAR, and other geo-referenced data, enables us to produce refined RF modeling and simulation tools and applications with the reliability and precision needed to assure spectrum access and control. Alion's analysis-driven tools support diverse tasks such as spectrum forensics and deconfliction, testing for coverage amid urban clutter, and antenna site planning. Alion's Radio Frequency and Electromagnetic Spectrum Engineering Directorate (RESED) offers a variety of work, from projects supporting international satellite coordination to countering IEDs. Our work is increasingly important in a world that depends on well-coordinated, interference-free spectrum access. Position Summary Leads Alion's Technical support of the Air Force Spectrum Management Office (AFSMO) National and International Spectrum Divisions, specifically with matters regarding National Spectrum Policy. Participates in multi-organizational forums on sharing of spectrum bands between Federal and Non-Federal entities. Requires technical acumen with the ability to respond promptly and appropriately to challenging policy issues. Regular interactions with the NTIA, IRAC, Office of DoD CIO, FCC, FAA, and ITU regulatory bodies. Develops key business relationships in the government and commercial marketplaces, with a primary responsibility for identifying and developing opportunities for business expansion. Supports the development of customer or market penetration strategies and individual opportunity win strategies, account plans, technology development plans, and partnering strategies. Acts as liaison with government agencies and offices as well as commercial entities of interest. Maintains extensive knowledge of the current developments in the government and commercial marketplace in order to assess the position of company and determines how to improve it. Makes recommendations for change or modification to strategy. Duties and Responsibilities Perform quick-turn RF interference and Electromagnetic Compatibility (EMC) analyses to protect DoD customer mission when sharing of spectrum is proposed Review of technical and policy RF spectrum documents and draft responses on behalf of customer Apply thorough understanding of FCC rulemaking process to review and comment on Notices of Inquiry, NPRMs, and Report & Order to achieve customer objectives Actively participate in various technical working groups regarding use of spectrum to support ongoing missions. Provide technical leadership to teams in the development and delivery of various professional services solutions to include whitepapers, demonstrations, proposals and other internally developed products used to identify, qualify and capture new business. Education and Experience Bachelor's degree in electrical or Computer Engineering required, Master's degree in Electrical or Computer Engineering preferred Minimum 16 years relevant work experience Knowledge, Skills and Abilities Expertise in conducting interference and Electromagnetic Compatibility (EMC) analyses Ability to apply various RF propagation models to perform required analyses Proficiency with at least one commercially available RF analysis tool such as Visualyse, Planet RF, Atoll, Wireless Insight Aptitude to perform unique RF analyses using MATLAB, Python, or other suitable language Ability to perform Frequency Dependent Rejection (FDR) calculations for a variety of RF systems and platforms Firm understanding of FCC and NTIA regulatory frameworks Proficient knowledge of FCC licensing database (ULS) Detailed knowledge of US Table of Allocations Familiar with NTIA Manual and Title 47 of the CFR Detailed knowledge of DoD Spectrum Management, Spectrum Certification and Frequency Assignment processes; knowledge of Spectrum XXI highly desirable Proficiency with GIS tools such as ArcGIS or QGIS Ability to clearly and concisely create technical documentation for a wide range of audiences, to include field operations to senior level spectrum policy officials Effective customer and organizational level communication, presentation and interpersonal skills.
