Description Job Description:Leidos is looking for a Program Management Functions Manager to support a critical program to modernize a Defense Health Agency's IT infrastructure to provide a standardized, robust, and highly available global infrastructure and enterprise core services, scoped from end-user desktop to data center, while adhering to the cost containment and operational efficiencies. The resultant IT infrastructure and operations framework will support a global data communications network, and enterprise services infrastructure, including data center(s), server hosting, and end-user platform capabilities enabling more than 150K military personnel to support the continuum of health services. In this role, a successful candidate will lead the Program Management Functions and use of the Project and Portfolio Management SMS for all the Integrated Service Providers. This role provides oversight for On-Going Programs and manages the personnel conducting the Solution Request Management practice, the Service Portfolio Management practice, and the Project Management practice. Primary ResponsibilitiesServing as a Leidos primary representative responsible for specific site-level program operations or project services and collaboration with other service providers.Comprehensive site-specific support of day to day operations for the overall multi-million-dollar DoD program, to include managing relationships with local customers, subcontractors, vendors, and staff.Coordination with Government site leads and support personnel to resolve service disruption issues and to enhance situational awareness and operational service performance.Direction of the day-to-day activities required to deliver end-to-end monitoring, management, administration, and maintenance for site-level services, infrastructure, and / or projects.Performance and direct project planning and scheduling, cost estimating and monitoring, and reporting required for all assigned projects and requirements; manage direct project control personnel.Leadership of weekly service operations or other regular site-level meetings with Government leadership on service performance and / or other operational matters.Maintenance of any site-specific processes in place to review, update, and develop documentation for system and network services, data storage operations and maintenance processes and procedures, as well as any recommendations for improvements / changes.Guidance, direct performance and reporting of any site-specific operational security functions, as required. Basic QualificationsBachelor's Degree in Information Technology, Computer Science, Information Systems, or related field and 8 years of prior relevant experience.Active PMI PMP certification5 years of experience as a Program Manager on very large IT infrastructure programs encompassing multiple geographically dispersed locations and a mobile workforceExperience leading complex IT infrastructure consolidation and modernization efforts to achieve standardized, consistent and repeatable processes for delivery of IT services across the a large DoD agency enterprise and optimize use of shared resourcesExperience in planning and implementing managed servicesExperience effectively communicating at senior levels within a customer organization and meeting with stakeholders to formulate, review, and execute task plans and deliverable items.Experience with DoD Cyber Security procedures.Experience applying the ITIL framework and best practicesExperience presenting briefings to senior customer management, customer stakeholders, and company management.Excellent verbal and written communications skillsPer Government Contract, must be a US Citizen with the ability to obtain a Public Trust/ADPII security clearance Preferred QualificationsMaster's Degree in Information Technology, Computer Science, Information Systems, or related fieldExperience managing firm fixed price task orders and performance-based contractsKnowledge of Health IT technology including Electronic Health Records.Experience with Service Desk support and operationsITIL v3 Foundation CertificationITIL Continued Service Improvement Certification DHAEITExternal Referral Bonus:IneligiblePotential for Telework:NoClearance Level Required:ADP2 / IT2Travel:Yes, 25% of the timeScheduled Weekly Hours:40Shift:DayRequisition Category:ManagerJob Family:Proj and Prog Management Leidos is a Fortune 500(R) information technology, engineering, and science solutions and services leader working to solve the world's toughest challenges in the defense, intelligence, homeland security, civil, and health markets.
