Summary

This position is located in the Office of Nuclear Regulatory Research (RES), Division of Engineering (DE), Regulatory Guidance and Generic Issues Branch (RGGIB). The supervisor is Meraj Rahimi. This position is in the Bargaining Unit. This position is not subject to the confidential financial disclosure reporting requirements and is not subject to the security ownership restriction reporting requirements.

Responsibilities

As a Regulatory Guide Program Specialist, you will support activities and processes associated with developing, issuing, withdrawing, and tracking regulatory guides. These services may include writing, editing, graphics, typesetting, Web posting, printing, and distribution. Duties include but are not limited to:

1. Oversees and maintains information regarding the status of all draft and final guides as they are processed through RES, applicable NRC offices, and the public during all phases of the regulatory guide process. Establishes and maintains an information system to document this status information. Consults with appropriate NRC offices in order to ensure that the status information is kept current and readily available as needed by RES and agency management and staff. Ensures that required time frames are communicated and satisfied for RES and other office reviews and public comment opportunities.

2. Reviews all draft and final regulatory guides for compliance with RES Office Instruction TEC_004, and consistency with NRC style requirements for public documents. Ensures proper format for all headings, tables, figures, lists, and narratives. Reviews all references cited in regulatory guides to ensure accuracy and public availability through identified sources.

3. Assists with the public comment process and reviews by the Advisory Committee for Reactor Safeguards (ACRS), the Advisory Committee on the Medical Uses of Isotopes (ACMUI), and the Committee to Review Generic Requirements (CRGR).

4. Prepares Federal Register notices concerning the issuance of draft and final regulatory guides and coordinates their publication through the Office of Administration. Prepares and concurs for RES on required issuance memoranda and ensures that required distribution and concurrences are completed. Ensures that appropriate Sensitive Unclassified Non-Safeguards Information (SUNSI) reviews are completed and documented.

5. Oversees all functions related to the placement in and use of regulatory guides within ADAMS. Resolves problems and responds to inquiries related to profiling and access determinations for regulatory guides and related documents within ADAMS.

6. Prepares Congressional Review Act forms and transmittal cover letter for submittal to GAO, Senate, and the House.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (11) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience which provides demonstrated knowledge of NRC regulatory guide policies, practices, and processes to ensure the coordination and processing of regulatory guides.
