The Federal Energy Regulatory Commission's role is to oversee various aspects of the energy industry, including transmission of electricity, natural gas and oil. We also analyze proposals to build liquefied natural gas terminals and interstate natural gas pipelines and license hydropower projects. To help support the modernization of the electric system here in the U.S., we are focusing on issues associated with a smarter grid.

This position is located in the Office of Administrative Litigation (OAL). As the Commission's trial staff, OAL seeks to assist entities such as electric utilities, natural gas pipelines and petroleum products pipelines to resolve without litigation disputes regarding rates, terms and condition of service and related issues. Where such resolutions are not possible, OAL develops comprehensive evidentiary records in litigated cases to help assure just and reasonable rates, to promote competitive markets and to obtain other results consistent with the public interest. OAL seeks to settle or litigate cases in a timely, efficient, and equitable manner. The incumbent, under supervision, prepares reports, analyses, and testimony regarding the financial policies, rates, terms and conditions of regulated service of various energy companies.

The Major Duties for an Energy Industry Analyst are:
  • Serves as a regulatory technical specialist or witness in the resolution of cases set for hearing of complex or controversial regulatory policy issues of limited scope associated with the regulation of natural gas and oil pipeline companies, hydroelectric projects and/or electric utilities.
  • Prepares data requests, settlement proposals, and testimony based on the review/analysis, which contain a discussion of regulatory policy issues
    as well as related recommendations.
  • Testifies as an expert witness at Commission formal proceedings on complex issues of limited scope concerning natural gas and oil, hydroelectric projects
    and/or electric utility matters.
  • As part of a team, plans, conducts, and reports on complex regulatory policy of limited scope, public utility standards, principles, and theories applicable to the regulation of natural gas and oil pipeline companies, hydroelectric projects, and/or electric utilities.

Duties, responsibilities and qualification requirements vary in complexity among grade levels as noted below:

GS-09: Candidates must have one full year of specialized experience at or equivalent to the GS-07 level. Specialized experience for the GS-9 is described as experience conducting financial or accounting analyses of a public company, analyzing or reviewing the regulated rates of energy companies, or performing economic analyses or research on energy issues and policies as part of a job.

GS-11: Candidates must have one full year of specialized experience at or equivalent to the GS-09 level. Specialized experience for the GS-11 is described as experience reviewing and analyzing issues associated with the regulation of the natural gas, oil, and/or electric power industry.
