Responsibilities

  • Directs and reviews analyses of EEO laws, court decisions, regulations, personnel policies to determine the impact and recommends appropriate program and policy changes.
  • Identifies systemic barriers to equal opportunities for race, color, religion, sex, national origin, age, handicapping condition, or other bases specified by lab or policy.
  • Researches management practices, organizational structures, employment patterns, and lines of progression, determines EEO problem areas/barriers.
  • Develops and participates in the presentation of formal training to senior leaders, supervisors and employees to enable a better understanding of all facets of the EEO program, reasonable accommodations and diversity issues.
  • Serves as Equal Employment Manager, with delegated responsibility for managing and directing the EEO Program for the Fort Belvoir Community Hospital.
  • Manages the EEO complaint process. Ensures civilian complaints are processed in accordance with regulatory procedures and established timeframes.
  • Arranges mediation support and ensures completion of informal and formal procedures. Serves as a Conciliator/Mediator as needed, and uses these skills to bring parties involved in a complaint to resolution.
  • Advises and consults with the Commander and senior staff on identification and elimination of individual and systemic discrimination.
  • Briefs Hospital Commander and senior staff to resolve identified problems on a case by case basis, or as needed to discuss controversial or unprecedented EEO program matters.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes providing advice and guidance on Equal Employment Opportunity (EEO) program; reviewing and managing Equal Employment complaints; reviewing equal employment cases to recommend appropriate course of action; preparing reports for leadership; and ensuring compliance with Equal Employment Opportunity policies and procedures; identifying barriers and recommending solutions in accordance with Equal Employment regulations; providing training and education to staff; and providing EEO advice to management officials/senior leadership . This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
