Responsibilities

  • Supervises employees performing the full range of human resources services a complex Nonappropriated Funds (NAF) Human Resources (HR) management program at a large installation characterized by a diverse service population
  • Assigns, directs, supervises, and reviews execution of HR functions and objectives through subordinate personnel
  • Coordinates with management officials to develop long term strategic and operational plans relating to recruitment, succession planning and trends analysis
  • Develops policies, procedures, supporting instructions, and directives applicable to the NAF HR program
  • Performs site visits to serviced activities, analyzes trends, measures performance, generates reports and develops proactive strategies for continuous process improvement in HR servicing

Qualifications

  • Possess twenty-four (24) months or more of multi-functional experience in a full service operating environment at the senior NF-04 level (or equivalent).
  • Possess specialized experience equivalent to performing oversight in a supervisory capacity of NAF Staffing & Recruitment, Position Classification, Management Employee Relations, Labor Relations, or Training.
  • Experience analyzing, evaluating and recommending appropriate resolutions to complex interrelated Human Resources problems and issues.
  • Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook)
  • Ability to work with a variety of human resources information systems.
  • Highly Preferred :
    In addition to above minimum qualification requirements, applicants will possess twelve (12) months of work experience supervising a NAF Human Resources Office and have completed training in Basic Staffing, Customer Service, Organizational Structure, Basic Writing, Time Management, Personnel Management, Leadership, Critical Thinking, Labor Relations (not applicable for overseas applicants), Management Employee Relations, Mediation, Accountability, Effective Communication Skills, Budget and Financial Management, Human Capital Management, Leading People, Strategic Leadership and Supervisory Development.
