The incumbent serves as the Collections Information Repository Manager in the Data Management Reporting and Analysis Division (DMD) within the U.S. Department of the Treasury, Bureau of the Fiscal Service (Fiscal Service), Revenue Collections Management (RCM), Compliance and Reporting Group (CRG).

Responsibilities

As a Supervisory Financial Program Specialist, you will:
  • Provide program leadership; establish short and long-range goals, objectives and criteria for the specialty area; and advise higher-level management on the status of work and program accomplishments.
  • Provide daily reporting of revenue collections activity to the Fiscal Accounting Cash Reporting Branch by a morning deadline, to provide key data input necessary for developing the Daily Treasury Statement.
  • Provide support for 15,000 CIR reporting end points around the globe where customers are retrieving data about their collections across all channels.
  • Plan, design, implement, and maintain financial systems that function to meet operational and reporting needs; and provide technical advice on systems that are integrated with administrative, management, accounting and other financial management systems.
  • Perform the full range of supervisory responsibilities to include planning and assigning work, establishing performance standards, conducting performance evaluations, and improving productivity of the work unit.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes leading technical teams to plan future strategic vision by assessing and analyzing emerging technologies while promoting operational efficiency.

Example of this could include:

- Program Management: Deliver a consistent and repeatable process leveraging tools available to build strategies to improve efficiency and effectiveness, develop and document processes and implement policies and procedures for an IT Department.; OR
- Product Owner/Manager: Lead technical Teams implementing complex projects with offsite teams (including vendors) while mitigating risks and managing expectations with stakeholders at the executive leadership and project levels.; OR
- Evaluate proposals to integrate financial systems with administrative support and functional program information systems; comprehensively plans, analyzes, and determines cost benefit relationships; and tests systems changes to ensure they do not compromise regular reporting requirements.; OR
- Manage teams that develop software in the areas of accounting and finance, electronic payment processing, digital wallets, e-Commerce to include knowledge of Database design, architecture and experience leading large scale financial data and report dissemination through Application Program Interfaces (APIs).

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
