Responsibilities

  • Analyzes a wide variety of documents, reports, policies, operations and procedures within the assigned accounting or financial management area.
  • Developing alternative options to improving financial management performance; and offering recommendations and feedback for ways to protect the integrity of procedural and systems modifications to maximize utilization of resources.
  • Prepare and/or review a variety of incoming, outgoing, and summary financial reports to ensure the accuracy, reliability, and integrity of financial operations and financial reports submitted from a variety of customers.
  • Reconciles financial data, identifies differences, causes for reconciliation discrepancies. Ensures that procedures to correct and track erroneous data are maintained.
  • Creates/maintains appropriate documentation to support the reconciliations and corrective actions.
  • Uses analytics and validations to ensure general ledger integrity at the program, general ledger, fund, and/or financial statement level.
  • Duties are written at the full performance level

Qualifications

Basic Requirements:
Degree:
Accounting; or a degree in a related field such as business administration, finance, or public administration
that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Minimum Qualifications:
For the GS-9 level: To qualify for this position you must posses one year of specialized work experience equivalent in difficulty and responsibility to the GS-7 level in the Federal service, or comparable experience not gained through federal service that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. This experience includes performing account reconciliation activities; preparing financial statements and/or reports; and examining accounting processes to determine whether performance has been in accordance with generally accepted accounting principles, operating procedures and/or appropriate regulations.

Master's or equivalent graduate degree, 2 full years of progressively higher level graduate education leading to such a degree, LL.B. or J.D., if related. Related degrees may include accounting; or a degree in a related field such as business administration, finance, or public administration or any other field directly related to the position to be filled.

A combination of education and experience as defined above.

You will receive credit for all qualifying experience, including volunteer experience.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards. You may submit an unofficial copy of the transcript at the initial phase of the application process; however, if selected, you will be required to submit official transcripts prior to entering on duty.
