This position is located in the International Radiocommunications Branch, Global Strategy and Negotiation Division, International Bureau.

Responsibilities

The incumbent serves as a technical expert, providing specialized technical engineering advice to FCC management staff, industry representatives, representatives of U.S. and foreign administrations, and government officials on a broad range of technical issues, including but not limited to, fifth generation "5G" mobile broadband, 600 MHz incentive auction, satellite, service, broadcast service, space science issues and the protection of the passive service, and rural broadband deployment using new spectrally efficient enabling technologies which use Dynamic Spectrum Access. The incumbent reviews, initiates, or conducts highly complex regulatory and technical studies to be used for the formulation of policies, guidelines, and procedures which effectuate the provisions of the Satellite and Telecommunications Act of 1996; which defend and protect the continued viability of U.S. licensed wireless, broadcast, or satellite systems to provide services at a fair and reasonable terms and conditions. The incumbent also is responsible for the coordination of these technical and regulatory issues with other federal government agencies and private sector experts pertaining to the development of U.S. views and policies with respect to radiocommunication regulations. The incumbent also is the subject matter expert on complex technical and regulatory issues for emergent spectrum technologies including High Altitude Platforms, White Space Devices (WSDs), Cognitive Radio Systems, Short Range Devices and Machine Type Communications. As the subject matter expert, the incumbent negotiates and coordinates with other senior level personnel within the federal government, private sector and high-level representatives from foreign administrations. Domestic and international travel is required. Performs other duties as assigned.

Qualifications

For GS-14:

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service.

For this position, specialized experience includes the following:
  • Experience representing an organization as a technical expert on telecommunications including radiocommunication issues, in meetings outside of the organization.
  • Experience performing complex engineering studies to resolve technical issues of a radiocommunication nature
  • Experience interpreting and applying accepted engineering practice and regulations to solve complex technical problems and policy issues
  • Experience communicating with individuals with diverse viewpoints to efficiently resolve technical and/or policy issues

  • For GS-15:

    Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service.

    For this position, specialized experience includes the following:
  • Experience serving as an expert advisor to managers and external officials to make recommendations and/or decisions on radiocommunication issues
  • Experience performing complex engineering studies to resolve technical issues of a radiocommunication nature
  • Experience serving in a leadership role to conduct negotiations with high level officials to reach a consensus on complex technical or policy telecommunications issues
  • Experience interpreting and applying accepted engineering practices and regulations to solve complex technical problems and policy issues

    You will be evaluated for this job based on how well you meet the qualifications above.

    All applicants will be rated on the extent and quality of experience and education relevant to the duties of the position. The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

    1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;
    2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and
    3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement.

    Hardcopy Supplement Documents Required:
