Summary

This position is located in the Division of Depositor and Consumer Protection, Strategic Partnerships & Program Development Section, of the Federal Deposit Insurance Corporation and provides support in designing a set of national programs and strategic partnerships that will significantly advance the FDIC's economic inclusion and community development goals.

Responsibilities

  • Supervises and coordinates the work of SMEs knowledgeable in certain aspects of community development, consumer banking and access challenges.
  • Prepares strategic plans specific to each economic inclusion opportunity area and establishes short-term and long-term objectives to meet program and Division goals.
  • Develops, executes and maintains strategic partnerships to promote economic inclusion and community development with various national, state and local partners.
  • Leads and develops strategies to enhance the visibility of the FDIC's economic inclusion programs and partnerships, working in partnership with the Office of Communication.
  • Provides leadership and direction in managing projects which cross organizational and jurisdictional lines and in matters pertaining to intra-agency and interagency consumer protection and community development policy issues.
  • Supervises the coordination for the development of criteria to measure program accomplishments and monitors program initiatives and prepares management reports tracking divisional and corporate goals and accomplishments.
  • Analyzes needs, trends, and objectives of the Section to prepare the annual operating budget. Prepares short and long range plans for expenditures based on analysis of staffing, procurement, and services. Monitor budget activity throughout the year to assure that expenditures are in line with the overall operating budget. Provides monthly and quarterly variance reports as required to DCP's Administrative Management Services section.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. CM-01: To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS-13 grade level or above in the Federal service. Specialized experience is defined as experience developing and leading partnerships between financial institutions government agencies and/or community-based organizations that results in outcomes pertaining to fostering greater economic inclusion in the banking system and/or community development.

The competencies/knowledge, skills, and abilities (KSAs) you will be assessed on are listed below.

1. Knowledge of financial services industry and the particular challenges faced by underserved populations, including unbanked, underbanked, persons with disabilities as well as individuals and small businesses residing in minority and/or rural communities and tribal lands.

2. Knowledge of the Community Reinvestment Act and bank strategies to deliver programs that benefit LMI individuals and geographies.

3. Knowledge of consumer protection laws and principles of economic inclusion and community development.

4. Knowledge of financial institutions and the regulatory framework responsible for oversight and supervision.

5. Knowledge of program management, including effective planning and utilization of budget, personnel, and financial resources.

6. Knowledge of contracts, acquisition procurement policies, practices, regulations and procedures.
