Summary

Serve as Branch Manager for the Airports Design and Construction Branch within the Office of Airports Safety and Standards, Airports Engineering Division. The incumbent is responsible for establishing standards for the design, construction and maintenance of airports through a series of advisory circulars, engineering briefs, and other guidance documents.

Responsibilities

Oversees and manages ongoing critical programs, such as the continued development of the Runway Incursion Mitigation (RIM) program, and the improvements of airport runway safety areas. The incumbent also manages engineering technical support contracts and provides professional direction and guidance to the engineering staff. Coordinates with the Airports Data and Airspace Branch to ensure that the airport standards are harmonized.

Utilizes knowledge of various policies, programs, Federal laws and regulations as they relate to airport safety and standards; provides oversight, develops written reports, provide recommendations, and make decisions on program and project implementation. Evaluates and approves proposals for projects that request modification of design or construction standards.

Provides leadership for strategic planning and provides expert airfield design knowledge to negotiate safety issues that impact airport projects. Ensures collaborative decision-making across the organization for new safety standards requiring endorsement and adaptation into movement area rules of operations and orders.

Communicates with a diverse audience to include, front-line employees, aviation industry representatives, and the general public. Maintains close and continuing contact with key representatives with both internal and external customers to include: subordinates; other peer management representatives; union representatives; managers and supervisors from other FAA organizations; State and Local Government to include airport owners/sponsors and other federal agencies; general public; airport consultants; and aviation associations. Assist with the Divisions' on-going work with the International Civil Aviation Organization (ICAO) and with its Aerodrome panel and workgroups by helping to evaluate the proposed standards for compatibility to FAA standards.

Creates positive working relationships to ensure coordinated responses with counterparts at the appropriate levels of the organization to enable problem solving and recommends solutions for complex and/or difficult problems.

Exercises the full range of supervisory responsibilities to include developing and executing the business plan for the division, and communicating the organization's vision and objectives.

Supervises a highly skilled staff of employees with technical expertise in engineering, research, pavement, electrical and navigational equipment, surveillance, and airport design.

Applies a comprehensive knowledge of personnel and other administrative policies and procedures to monitor, direct, and provide oversight of administrative staff and programs such as budgeting to travel activities and programs; hiring, travel policies, setting priorities; assigning tasks and responsibilities; conducting performance reviews, issue award letters, approving leave, taking or recommending corrective/disciplinary action as appropriate, review research requests, and ensuring training requirements to staff are being met.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as, but may not be limited to:
  • Direct technical or management-level involvement in processes related to airport engineering, airport design, airport research, or airport construction standards; OR
  • Experience managing technical support contracts and review of modifications to standard requests for approval; OR
  • Experience in managing research requests, reviewing project plans, and reviewing technical reports prior to publication.

BASIC REQUIREMENTS:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
