Responsibilities

Plans and/or accomplishes special projects related to the subject program areas listed in this vacancy announcement.

Provides contract/procurement advice and assistance to program managers, technical and financial specialists, co-workers, and/or others on contract or procurement policies, problems, or issues.

Performs tasks related to the administrative management of an organization. This includes activities such as interpreting administrative policies, developing and implementing organizational policies, defining administrative requirements, and/or providing advice to management on related issues.

Plans, directs, and coordinates a variety of service functions that are principally work-supporting, i.e., those functions without which the operations of an organization or services to the public would be impaired, curtailed, or stopped. Such services functions include (but are not limited to) communications, procurement of administrative supplies and equipment, printing, reproduction, property management, space management, records management, mail service, facilities and equipment maintenance, and meeting/event logistics.

Maintains liaison with individuals both inside and outside the organization in coordinating support services programs.

Acquires supplies and services to meet the purchase, rental, or lease needs of an organization. Analyzes items purchased and processes the associated paperwork necessary for transactions. Negotiates with suppliers and evaluates vendor responsibility. Selects methods for confirmation or placements of orders, such as purchase orders, blanket purchase agreements, and imprest fund accounts.

Qualifications

Grade 11:
BASIC REQUIREMENTS
A. Successful completion of a full four-year course of study leading to a bachelor's degree with a major in any field.
OR
B. Successful completion of at least 24 semester/36 quarter hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
C. EXCEPTION: Employees in GS-1102 positions will be considered to have met the basic requirement for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12.

ADDITIONAL EXPERIENCE REQUIREMENTS
In addition to meeting the basic entry qualification requirements, applicants must have one (1) year of specialized experience at or equivalent to at least a GS-9.
Specialized experience is experience which is in or directly related to contracting work and which has equipped the applicant with the specific knowledge, skills, and abilities to perform successfully the duties of the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the GS-11 level may be met by successful completion of three (3) full academic years of progressively higher level graduate education in an accredited college or university, in one or a combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR Ph.D. or equivalent doctoral degree.
COMBINATION OF EDUCATION AND EXPERIENCE
An appropriate combination of successfully completed education and experience may be used to meet the total qualification requirements.

The selectee is responsible for procuring and advising on acquisition actions with requesting offices; interprets procurement regulations and policies for USCCR procurement activity; advises contracting activities in formulating programs or concepts to reflect optimum utilization of resources and an efficient and effective organization; and providing a variety of critical administrative services essential to the operations of USCCR mission. This position will be filled at the GS-11 or 12 level; however, upon completion of all qualification and performance requirements, the selectee may be promoted to the GS-13 level. This vacancy announcement may be used to fill more than one vacancy for the Contract Specialist, up to one year.
