Responsibilities

The NRO will make selections at the GG-13 level for this position

As a PROGRAM MANAGER (PUBLIC AFFAIRS SPECIALIST) you will be responsible for the following duties:
  • Develops, prepares and conducts oral and/or written presentations to report monthly analysis of project or program status in order to identify and isolate potential problems.
  • Participates in the resolution of complex resource allocations; performing in-depth, rigorous analysis of program, technical, and budget trade-offs and explores alternatives.
  • Assists in strategic planning and determination of present and future requirements relative to organizational workload requirements; re-engineered business processes and future mission requirements; changes to governing regulations; and problems having a variety of program management impacts on the readiness and sustaining capability of the organization.
  • Supports numerous long-and short-term, high priority unique special projects.
  • Responsible for performing various technical and advisory functions relative to the personnel assigned to the particular project segment.
  • Directs program analysis teams comprised of a variety of disciplines (both business and technical) in reviewing progress against established program.
  • Considers organization's capabilities, mission, vision, values, and strategic goals and objectives in work efforts.
  • Identifies and understands how internal and external issues ( e.g., economic, political, social trends) impact the work of the organization.
  • Seeks information to understand problems, expectations, and needs of clients in assigned areas.
  • Supports leadership and staff by planning, preparing, organizing and managing information and materials.
  • Serves as an advisor and resource to improve processes, designs, functionality and management.

Occasional travel - May be required to travel CONUS and OCONUS in military or commercial aircraft to perform temporary duty.

This position is a Full Performance Level DCIPS position. DCIPS Full Performance positions include GG-13. The NRO is Only accepting applications from both current GS/GG-13 Federal Government employees and non-Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-13, or equivalent may ONLY apply for a lateral assignment at their current grade level, and step.
