Responsibilities

The AO's Budget Division seeks a self-motivated, experienced budget professional to serve as the Chief of the Budget Formulation Branch in the AO's Budget Division. The Budget Division prepares the Judiciary's annual budget request to Congress, oversees the execution of the Judiciary's budget, allocates resources, monitors spending, and produces financial projections, special analyses, and reports on Judiciary budgetary issues. The Division's work includes budget formulation, budget execution, and program budgeting and analysis. The Budget Division also provides staff support to the Budget Committee of the Judicial Conference and to the Committee's Economy Subcommittee.

The incumbent serves as Chief of the Budget Formulation Branch. This Branch coordinates the preparation and justification of the Judiciary's annual budget request to the President and Congress as well as the Judiciary's long-range budget estimates. The Branch also supports the Judicial Conference's Budget Committee and its Economy Subcommittee on the development of the judiciary's budget request and on cost-containment initiatives. The incumbent will be responsible for managing the national budget formulation process and preparing analytical products for audiences including senior staff of the AO and judges. The incumbent will be responsible for managing and producing special analyses and reports on budgetary issues and establishing. The incumbent will collaborate closely with the Budget Execution Branch on a range of budget execution responsibilities. In addition, this position involves direct supervision of senior and junior budget analysts.

Duties
Applicants should be knowledgeable about the federal budget process and possess strong writing, editing, quantitative, and communication skills. Duties of this position may include, but are not limited to:
  • Coordinating the preparation and justification of the Judiciary's annual budget request to Congress as well as the Judiciary's long-range budget estimates;
  • Establishing and maintaining a framework for formulating and justifying budget requests that follow applicable statues, regulations, and policies;
  • Preparing and producing special analyses and reports on budgetary issues for both internal and external customers;
  • Supervising a staff of five to seven budget analysts;
  • Collaborating with the Budget Division's Budget Execution Branch to support a range of budget execution activities; and
  • Working as a senior member of the Budget Division management team to improve financial management throughout the Judiciary.

  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience for this position is 1) expert knowledge of budget formulation, execution, analysis, and financial management; and 2) experience utilizing financial management principles, methods, and practices to formulate a complex budget from decentralized components.
