Responsibilities

The Deputy Chief reports to the Chief, Court Services Office. This position acts as back-up to the Chief and provides day-to-day oversight, assistance, support, and coordination of a wide variety of court services, to include, but not limited to: support for court executives, bankruptcy administrators, Central Violations Bureau (CVB) policy and program, Electronic Public Access (EPA) policy and program, records management, library and legal research services, Court Administration and Case Management (CACM) Committee support, support for the Interpreter and Court Reporter programs, and support for relevant peer advisory and working groups, liaison between the courts and the technical staff working on CM/ECF and NextGen.

The incumbent serves as an expert on appellate court units, bankruptcy clerks, and district clerks operations with responsibility for evaluating the effectiveness of nationwide court administration programs, supporting the development of new programs, and assisting in the implementation of national policy; provides program management, technical and user support services associated with EPA, and the judiciary's records management program.

Under the direction of the Chief, the duties of this position include, but are not limited to:
  • Providing expert day-to-day direction and guidance to office staff in support of appellate court units, bankruptcy clerks, and district clerks operations. This includes coordination, assistance, and support to court unit executives and programs and bankruptcy administrators, CVB policy and program, EPA policy and program, CM/ECF and NextGen implementation policies, records management, library and legal research services, CACM Committee support, and support for relevant peer advisory and working groups.
  • Providing the highest level of customer support and service with responsibility for identifying and resolving customer issues, participating in the development and delivery of a full range of customer services that address changes in customers' requirements, exploring ways to enhance the level of support and services provided, and staying abreast of customers' current and long-range mission requirements.
  • Serving on or leading the efforts of various committees, meetings, workgroups, and process action teams, and preparing and presenting, orally and in writing, technical and non-technical briefings and documents, to include agenda items and recommendations to Judicial Conference committees, and to all levels of management and staff on a variety of court services program projects and/or issues.
  • Interpreting court and judiciary staff inquiries/questions and developing the methodology to provide answers to the questions by providing interpretation, analysis, advice, and recommendations on legal policies, statutes, and procedures; and collaborating with internal and external stakeholders.
  • Managing and directing the court services program budget, personnel, procurement, policy, and other resource requirements.
  • Assigning work and making decisions on work matters presented by program supervisors and staff with responsibility for ensuring the development and implementation of accurate, complete, and timely program work, products, and services that align with mission requirements.
  • Attending and participating in meetings conducted by and on behalf of the Chief.
  • Establishing priorities, identifying solutions, developing short- and long-term program and project milestones and timelines, reviewing all correspondence to ensure the highest quality written product, and ensuring deadlines are met.

  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have at least one year (52 weeks) of specialized experience equivalent to the GS-15/JSP-15/CL 31/PB 2F level which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience providing day-to-day oversight, assistance, support, and coordination of a wide variety of court services.
