Summary

This assignment is a 1-year non-reimbursable assignment and may be extended in 120-day increments as needed.
TOP SECRET/SCI Security Clearance required.

This position serves in the Joint Task Force - Investigations (JTF-I), one of three DHS wide inter-component task forces unifying border security efforts along the U.S. Southern Border and Approaches (SBA) Joint Operational Areas (JOA).

Responsibilities

  • The responsibilities described are for the full performance level.
  • Research, study and analyze networks, illicit markets, and criminal activities of TCNs most hazarding to the National Security of the Homeland.
  • Provide accurate, thorough, timely, and usable intelligence analysis, demonstrating use of sound analytical tradecraft, proper data sets, methodologies, and critical thinking skills.
  • Fuse information about transnational criminals and their associates, organizations, key attributes, transportation nodes, and illicit pathways from a variety of sources.
  • Develop usable leads from such law enforcement resources and disseminate results/information to appropriate parties, providing weekly case updates.
  • Coordinate support to collect and share information of intelligence value, leveraging Intelligence Community resources to fill information gaps.
  • Assess common or repetitive characteristics of criminal personnel, functions, modus operandi, operations areas, and hierarchy.
  • Identify common and likely patterns and behavior within the network?s strength, command and control, frequency and resilience of ties, geographic distribution of network members, and organizational logic of the network.
  • Evaluate and summarize case information to provide output and feedback to criminal investigators, supervisory JTF-I and DHS personnel, U.S. Attorneys, and law enforcement personnel as directed in support of operational priorities.
  • Develop all-source criminal network analysis or practical models of criminal networks to identify criminals? vulnerabilities and weaknesses.
  • Apply the application of advanced investigative techniques, sensitize interdictors to criminal and anomalous activity.
  • Improve the knowledge of DHS leaders, planners, operators and investigators to enable the deliberate and strategic deterrence and/or destruction of targeted networks.
  • Conduct presentations to senior level management on criminal network developments and locate, acquire, review, select and organize intelligence materials for use in briefings, reports, and other analytical products.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must currently hold a GS-13, 14, 15 , or equivalent grade level
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications Required:
  • Applicants are required to have 3 years minimum solid working experience or expertise analyzing criminal networks or supporting criminal investigations and have a comprehensive understanding of intelligence analysis and targeting.
  • Applicants must have the ability to apply and implement numerous analytical techniques and the willingness to learn to use multiple databases including TECS; FinCEN Portal; Automated Targeting System (ATS); DEA Internet Capability Endeavor (DICE); CCDI; Person Centric Query Service (PCQS); Targeting Frameworks; CBP and USCG databases; and Falcon/Palantir capabilities.
  • Applicants must have superior oral and written communications skills, and the ability to work independently and/or with a team of other intelligence analysts in an interagency environment to collect information, conduct analysis and develop leads in support of law enforcement cases.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
