Summary

Position is in the E-Commerce Division, Payment Management, Bureau of the Fiscal Service, Stored Value Cards (SVC) Program. Responsible for project planning, budget formulation, technical and tactical implementation of the SVC programs, developing and designing business process, and coordinating program objectives with various SVC stakeholders.

Responsibilities

As a Financial Program Specialist, you will:

- Analyze national-level programs or exceptionally large and complex financial program such as multi-million dollar contracts, financial and other fiscal agreements, technical development projects, and systems.

- Coordinate customer requirements with federal agencies and across Fiscal Service and Treasury to develop and implement policy and financial systems capabilities that address these requirements and meet operational and reporting needs. Provide technical advice on systems that are integrated with administrative, management, accounting and other financial management systems. Work with program POCs, U.S. military partners, and other stakeholders to automate and streamline processes as necessary.

- Serve as a primary point of contact for SVC program's governance requirements. Work within Fiscal Service's investments portfolio to prepare appropriate reports, input tracking documents, budget and actual expense figures, and supporting documents that meet CPIC and OMB governance standards.

- Perform process improvement evaluations of financial programs, processes, and systems to assess the efficiency and effectiveness of operations, identify root cause issues, and provide recommendations for remedies/improvements in policies, procedures, customer service, and program management.

- Manage, track, and report on the multiple ongoing projects, transitions, resources, and constraints impacting the SVC program. Review day-to-day implementation of strategic vision for the program using project management methodologies: project planning (requirements analysis, action planning); project administration (resource management, team leadership, communication with team members, customers, and stakeholders); and project implementation (quality assurance, project documentation, post-implementation review).

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at the GS-12 level, or equivalent in other public or private sectors, that is directly related to the position as listed above and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing financial program administration work that involves analyzing and evaluating continual changes in program plans and funding and their effect on financial and budget program trends, patterns, and milestones.

Examples of this experience could include:
- executing financial transactions involving card, payment, or electronic programs in coordination with other stakeholders; OR
- planning/conducting reviews of financial/accounting activities in order to recommend system improvements; OR
- analyzing budget and performance relationships to develop funding and other resource recommendations; OR
- participation in the management and facilitation of financial system related projects.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust - Background Investigation will be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
