Summary

The primary functions of the position are to conduct, or assist the OIG, in conducting audits, reviews, inspections and special projects related to the FEC's employees, contractors, programs and operations. The position may assist with conducting or supporting OIG investigations as required. The incumbent works under the direct supervision of the Deputy Inspector General (IG) and the IG as required.

This is a Non-Bargaining position.

Responsibilities

As the Auditor in this position, you will:
  • Plan, execute and report on difficult and complex OIG oversight matters, to include, but not limited to: management and financial audits; hotline complaint inquiries and investigations, surveys and evaluations; special reviews and projects; and internal control reviews.
  • Plan and organize audits and provides direction and technical/professional guidance to audit teams.
  • Lead and conduct interviews of personnel that include high-level officials and FEC management.
  • Prepare audit reports to include comprehensive findings and recommendations in accordance with the GAO Yellow Book.

Qualifications

In order to qualify, you must meet the basic education and/or experience requirements described below. Your resume must clearly describe your relevant experience. A copy of your unofficial transcripts must be provided with your application.

Basic Education Requirement:

A. Have a degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must submit a copy of your transcripts)

OR

B. Have a combination of education and experience of at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge and it must include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND

Requirements for the GS-0511-13:

Have one full year of specialized experience in conducting audits. This must include activities such as: (1) providing technical advice and expert guidance on audit related issues (e.g., ensuring compliance with GAO Yellow Book; (2) developing policies, procedures, and strategies governing the planning and delivery of an audit program; (3) communicating and collaborating with senior leaders and other external audit agencies; (4) recommending adoption of new or enhanced approaches to audit products or services to increase efficiencies. This experience must be comparable in scope and responsibility to the GS-12 level in the Federal service (obtained either in private or public sectors).

In addition, you must provide a cover letter describing your experience with the competencies identified below:

Technical Competence-Demonstrates masterly level knowledge of all audit processes/procedures (YellowBook); develops policies, procedures, and strategies to ensure the optimization and integration of all audit related programs.

Customer Service- Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Committed to quality services.

Writing-Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Oral Communication-Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Leadership-Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
