Summary

This position is part of the R9-Div of Budget Performance and Workforce NWRS. As a Administrative Officer you will be responsible to plan, administer, and coordinate administrative services including budget formulation and execution, financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services.

Responsibilities

Manages Personnel processes and procedures in the Division to ensure requests for personnel actions are complete, accurate and have appropriate documentation and supporting information. Coordinates requests for personnel actions and serves as liaison to resolve matters directly with the supervisor of the positions. Works directly with the Division of Human Resources on behalf of supervisors on personnel issues of a complicated or sensitive nature or involve disputes in interpretation or application of personnel regulations.

Manages and processes requests for acquisitions, memorandum of understandings, inter-agency agreements, etc. Serves as the point-of-contact for the Division of Contracting and General Services. Provides advice and guidance to subordinate staff within the HQ NWRS on the proper procedures for acquisition requests. Processes requests for purchase and maintenance of property and supplies. Maintains property inventories and manages property disposal

Ensures Division(s) funds are obligated in compliance with all Federal laws and regulations and within the time frames established by appropriations law, DOI and FWS policy.

Manages the financial operations of the Division with the expectation that monthly reports will be prepared and provided to the applicable Branch, Deputy and Division Chiefs. Analyzes the expenditure of funds and makes projections of the funds needed to meet payroll and operate the Division. Reconciles accounts provides reports to applicable Branch, Deputy and Division Chiefs.

Minimum Qualification for GS-12

To qualify for this position, you must possess: One year of specialized experience equivalent to the GS-11 grade level in the Federal service. Examples of experience includes 1) providing advisory services to management and employees in program operations, budget and finance, human resources, program management, procurement, and travel; 2) budget formulation, execution, planning, projections and reconciliation; and 3) applying a variety of complex Federal laws, regulations, policies and guidelines to plan, develop and implement aspects of an administrative program to improve program effectiveness and efficiency. This experience must be clearly demonstrated in your resume.

1. Knowledge of regulations, procedures, and processes associated with administering NWRS business processes. Administrative functions include human resources, procurement, office services, budget, work plans, travel regulations and property management in order to provide administrative support.
2. Ability to gather appropriate data, analyze data, and make recommendations to supervisors to solve financial problems.
3. Ability to work under stress and meet unpredictable, short-term deadlines according to changes in budgeting objectives, available funding, program goals, workload, and personnel changes.
4. Ability to communicate orally to present information to individuals and groups, and explain and resolve administrative issues.
5. Knowledge of finance laws, regulations and policies used to purchase goods and services for federal programs. Comprehensive understanding of the financial electronic systems and standard financial procedures used in the FWS.
6. Knowledge of the federal budget process and software applications used to manage and report on finances.
7. Comply with organizations budget formulation and execution requirements, including planning, analysis, formulation, justification, execution, and review of operating budgets, to include remote locations, providing financial management advice to leadership and coordinating accounting activities.
8. Monitor, track, and verify obligations and expenditures for organizational functions.
