Summary

This position is located in Office of the Chief Economist, Office of Pest Management Policy (OPMP). The mission of the OPMP is to: 1) integrate and coordinate the pest management efforts of the Department; 2) provide data and analyses to the Environmental Protection Agency (EPA) to better inform pesticide regulatory decisions; and 3) provide a Departmental focal point for farmers, grower organizations, EPA, and State Land Grant institutions regarding pesticide and pest management issues.

Responsibilities

  • Provide professional and technical leadership, coordination, and strategic planning of USDA biotechnology policy.
  • Interact with decision makers in USDA, in other Federal agencies, and in Congress on the development and implementation of biotechnology policy.
  • Act as a contact point for biotechnology information with industry, non-governmental organization, other Federal and? State government agencies, farmers, and others.
  • Develop timely position and option papers and brief senior USDA officials on international and domestic biotechnology policy issues. Develop speaking and briefing materials on biotechnology for senior USDA officials.
  • Serve as Executive Secretary of USDA's Biotechnology Coordinating Committee (BCC).
  • Direct, coordinate, and articulate the pest management national policies and decisions for USDA programs.
  • Serve as Designated Federal Official for the Secretary's Advisory Committee on Biotechnology.
  • Represent USDA at national and international scientific and/or policy fora and, when necessary, in domestic and international negotiations involving biotechnology policy.
  • Serve as agency liaison on topics/issues related to pest management/pesticides to ensure assessment of technology is current and characterized correctly.
  • Establish and maintain relationships with internal and external stakeholders for the purposes of defining and promoting the work of the office relating to biotechnology/pesticide/environmental risks.

Occasional travel - Travel will be required for meetings, presentations, workshops and related activities; domestic or international travel may be required for occasional field visits.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and education, as defined below.

Basic Requirement: This position requires applicants to meet basic requirements in addition to at least one year of specialized experience in order to be found minimally qualified. Applicants MUST meet the following occupational series basic requirement.

General Natural Resources Management and Biological Sciences Series, 0401

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience:
courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Specialized experience: In addition to meeting the Basic Requirement as shown above, applicants must also meet the Specialized Experience requirements as shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements.

GS-15: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing, coordinating and implementing biotechnology policy related to pest management/pesticides; serving as an agency/organization representative with internal and external stakeholders to coordinate and discuss biotechnology-related matters and activities; and preparing briefing materials on international or domestic biotechnology policy issues for use by senior officials.
