Summary

This position is with the Agricultural Marketing Service (AMS), Commodity Procurement Program (CPP), Web Based Supply Chain Management Division (WBSCM). As a Supervisory Management & Program Analyst you will serve as a Branch Chief for either the WBSCM Improvement Branch or the WBSCM Operations Branch within the Division providing expert leadership, management and oversight for WBSCM business operations or improvement activities.

Responsibilities

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Responsible for the Branch's successful delivery of all help desk (service delivery) activities, testing, and training on WBSCM enhancements and improvements.
  • Collaborates with the Division Director and CPP Management on operational and emergency program planning involving commodity inventory management and procurements.
  • Responsible for leading test planning and test execution activities for all WBSCM changes that impact commodity procurement support operations.
  • Leads WBSCM data governance activities for AMS, FAS, and USAID including data quality, data management, data integrity and remediation of data errors.
  • Responsible for supporting Department and Agency audits of WBSCM.
  • Provides input in the management of WBSCM to include overseeing the planning, budgeting, and fiscal management of the investment.
  • Responsible for assuring the business process and technical aspects of the system properly handle all business processes in support of the Agency mission.
  • Serves on the WBSCM Change Control Board and provides input into release planning and release content.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 grade level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience with agricultural marketing functions including the use of systems and applications to support commodity contracting processes, goods receipting and invoicing functions.
  • Experience leading the development and execution of test plans for integrated supply chain applications including contracting functions.
  • Experience leading the formulation of business requirements and projects across Agencies to sustain operations and improve business processes.
  • Experience leading a team, ensuring a wide range of tasks are planned, assigned, and completed, ensuring efficient operations.

FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Experience managing a business help desk function, overseeing business process support activities for a mission critical, enterprise level business application.
  • Experience managing agricultural marketing functions including the use of systems and applications to support commodity contracting processes, goods receipting and invoicing functions.
  • Experience overseeing and leading the development and execution of test plans for integrated supply chain applications including contracting functions.
  • Experienced with application change control and release management processes, providing input to release planning and release content to meet business needs.
  • Experience managing a team, ensuring a wide range of tasks are planned, assigned, and completed, ensuring efficient operations.
