About the Position: This is located at the US Army Corps of Engineers, Baltimore District headquarters in the modern 2 Hopkins Plaza building in downtown Baltimore, and is within walking distance of the historic seaport, the Inner Harbor, and other attractions. It is also adjacent to prestigious universities, world-class medical facilities and cultural attractions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Qualified candidates for the Public Affairs Specialist position must have one year of specialized experience at the GS-11 equivalent grade level. SPECIALIZED EXPERIENCE is defined as experience at the GS-11 grade level or higher equivalency; 1) Write or edit information materials for target audiences through traditional or non-traditional media, such as news and feature articles, press releases, speeches, social media posts, advisories and scripts; 2) Write or implement communication plans or guidance that entail sections such as key messages, talking points and Q&As AND; 3) Perform media relations activities, such as facilitating media interviews, pitching to the media, or working with subject matter experts to respond to media queries.

Responsibilities
- Analyze immediate and time-based public information needs; and coordinate with partners to develop comprehensive communication plans.
- Establish and maintain effective working relationships with agency partners, media and special-interest groups.
- Coordinate public involvement activities, ceremonies, public meetings, workshops, tours, and other events.
- Write speeches and prepare audiovisual presentations and other briefing materials for Commander and senior command staff.
- Manage exhibits program, including working with Visual Information team to develop new exhibits, e.g., writing text, selecting photographs and coordinating design.
- Develop, write and edit tailored informational materials designed to reach targeted audiences through social and traditional media.
