Summary

This position is located in the Bureau of Consular Affairs, Passport Services Directorate, Office of Adjudication, Adjudication Oversight Division (CA/PPT/S/A/AO), Department of State.

The mission of this division is to conceive and provide continuous and standardized audit oversight to the passport adjudication program across the United States.

Responsibilities

  • Analyzes the current adjudication audit program; recommends new standardized and periodic adjudication audits to meet needed review targets; plans and conducts adjudication audits and validation studies on a regular basis.
  • Recommends new oversight policy/procedures, ensuring specific and measurable performance indicators.
  • Participates in bi-weekly video or telecons with Adjudication Managers; participates in monthly/quarterly video or telecons and yearly Adjudication Managers' training and development seminar.
  • Assesses effectiveness of support and makes recommendations (if applicable) to management at agencies/centers and headquarters to improve the program

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

At the GS-12 Level:

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience analyzing information obtained from weekly/monthly reports, and other audits or validation studies to identify overall business process strengths and problems;
  • Experience analyzing workload productivity information and identifying production/productivity performance problems;
  • Experience developing recommendations for problems resolution or enhanced production/productivity; and
  • Experience analyzing policies and procedures for accuracy.

There is no substitute of education for specialized experience for the GS-12 position.

At the GS-13 Level:

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience coordinating operational initiatives that require the involvement of multiple agencies/centers or regions and external Directorate offices;
  • Experience analyzing information obtained from weekly/monthly reports, and other audits or validation studies to identify overall business process strengths and problems;
  • Experience analyzing workload productivity information and identifying production/productivity performance problems;
  • Experience developing recommendations for problems resolution or enhanced production/productivity; and
  • Experience analyzing policies and procedures for accuracy

There is no substitute of education for specialized experience for the GS-13 position.

Qualified candidates are assigned a score between 70 and 100.
