Summary

As Director of Collaboration and Web Services (CWS), the selectee will be responsible for directing the Development, Security, and Operations for Products and Services assigned to the CWS portfolio. This position is the Principal Advisor to the Chief Information Officer (CIO) and serves as the Deputy CIO. The incumbent harnesses user-centered design (UCD) principles in all areas of responsibility.

Responsibilities

  • Duties include but are not limited to the following:
  • Manages the policy development, planning, operation, and evaluation of information systems within the Office of Information Technology and Cybersecurity (OITC).
  • Provides technical and managerial leadership for effective recruitment, development, performance planning, evaluation and retention of the CWS Unit.
  • Measures software development and solution risks; presents recommendations and risks to the CIO.
  • Develops and maintains a portfolio of projects and products relevant to CRT's IT business needs and mission requirements.
  • Reviews and interprets agency directives, memoranda, service-wide policy statements, and other written guidelines impacting IT Service Delivery.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level(s) in which you are applying:

Basic Requirement: You must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service that included: 1) leading collaborations with IT personnel to establish priorities for IT investments; 2) recommending IT implementation approaches that contribute to the success of an organization; 3) managing concurrent IT projects' risks; 4) fostering a collaborative culture for delivering secure and user-centric IT Services; and 5) advising upper management on a broad range of IT Service Management and Service Delivery topics. (Must submit your SF-50 that shows time-in-grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
