Summary

The primary purpose: to provide a full range of financial management functions including costing, budget formulation, execution, an review, funds allocation, and financial analysis for all aspects of Headquarters Air Combat Command's Security Assistance programs. Ibis includes various Foreign Military Sales cases such as exercises, tactics manuals, Combat Archer test and evaluation program, dedicated training detachments, and Electronic Combat International Security Assistance Programs.

Responsibilities

  • Develops and implements FMS case execution plan.
  • Establishes cost estimate and budget for customer inquiries and actual FMS cases.
  • Continually monitors case status for eventual case closure.
  • Develops plans, policies, procedures and instructions for fiscal processing of FMS case funds.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-11 or above grade level in the Federal service which includes comprehensive and detailed knowledge and understanding of governing cost and budgetary policies, precedent setting decisions, procedures, and regulations issued by the installation to assure that budget forecasts, estimates, and submissions conform to requirements, guidelines, and financial objectives. Skill in the identification, analysis, and resolution of a range of financial problems, such as: the development of alternative methods of funding; formulation of budget estimates for programs in which objectives, work processes, staffing needs, and funding requirements have changed to the extent that substantial re-budgeting is required each year.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management.
2. Broad knowledge of FMS pricing principles and concepts and detailed knowledge of FMS operating procedures.
3. Knowledge of budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for FMS budget accounts.
4. Ability to apply a high level of sound, independent judgment in the solution of financial problems and in administration of a financial program.
5. A high degree of skill in compiling, correlating and consolidating budget and delivery data and in entering data on appropriate forms, schedules and reports in accepted formats and applying knowledge to difficult and complex work assignments.
6. Ability to make oral and written presentations in a clear and concise manner including a high degree of skill in developing and implementing written and oral strategies for presenting financial data, covering alternative courses of action, to officials within USAF and foreign countries.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
