Summary

Serves as a Project Manager and Information Technology/Business Liaison for the Office of Airports (ARP), Management Staff. Collaborates with the Office of Information Technology (AIT) to provide in-depth analysis, technical expertise, and recommendations to support ARP management and staff on critical information technology (IT) programs, information management systems and organizational business processes.

Responsibilities

Applies experience and comprehensive knowledge of project management principles, concepts, methods, standards, and practices to develop and interpret policies, procedures and strategies governing the planning and delivery of technical services throughout ARP.

Gathers budget and staffing requirements, acquires and allocates resources, and collects business performance statistics to report on ARP's IT initiatives. Analyzes trends and identifies problems. Works with a manager to resolve factors that may impact operating costs, profitability, and continued compliance with regulatory requirements.

Applies comprehensive knowledge in the application of the business value of information; methods and approaches for sharing information through the use of IT assets; capital planning regulations and policies, performance measurement tools and methods for identifying and resolving IT workforce issues to assist with developing knowledge management program plans, policies and standards; assists with providing input to the IT capital planning process, and assists with developing, implementing, and interpreting metrics for the evaluation of IT project effectiveness and efficiency; and identifies, plans, and organizes available resources to accomplish mission requirements. Makes optimal use of resources to complete activities within established schedules.

Serves as a liaison to AIT to provide advanced technical advice, guidance and recommendations to management and staff on critical IT issues. Applies knowledge of new IT developments and applications, IT security concepts, standards and methods to ensure integration of IT projects and services; makes recommendations for solutions, assists with implementing changes. Coordinates with a manager and AIT to address ARP's information technology needs at the local, national and enterprise levels.

Assists with developing and managing policies and processes for automated tools and templates to support IT, business, financial, and performance management projects and programs. Collaborates with a manager and AIT to review business processes, systems and applications. Assists with identifying and resolving challenging problems or issues that often cross organizational boundaries.

Serves as a liaison to AIT to provide ARP IT Enterprise Architecture (EA) guidance and support to ARP customers and IT project teams. Applies comprehensive experience and knowledge of new technologies and methodologies to resolve complex problems and develop improved processes or systems. Coordinates with a manager and AIT to implement solutions.

Serves as a liaison to AIT to provide guidance and recommendations to ARP business units regarding business process requirements. Participates on project work groups and/or teams to review and assess health, strength and performance of programs in ARP's portfolio to ensure alignment with agency and organizational strategic initiatives. Coordinates contractor support for IT, business and financial management programs. Collaborates with Office of Information Technology (AIT), Office of Information Security and Privacy Service (AIS), Office of Airports (ARP) regions/offices, and the ARP Management Team on Information Technology (IT) related issues to ensure seamless/continuous connection for ARP employees. Coordinates with AIT to develop and document the ARP EA, including the business units and key processes and evaluates the impact of EA products and services on ARP IT investments, business operations, stakeholder satisfaction, and other outcomes.

Supports the Airports Document Management System (ADMS) initiative and provides periodic updates to the management team by required due dates. Serves as the ARP cybersecurity liaison providing guidance, recommendations, and directions on FAA and government wide cybersecurity initiative working groups. Serves as representative on the ARP Technology Investment Management Committee (TIMC) providing guidance on ARP IT initiatives.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to at least the next lower grade level (FV-H or FG/GS-12) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE is defined as:
  • experience utilizing project management principles, methods and tools to develop, schedule, coordinate, track and maintain information technology, business, financial and performance management programs, projects and resources.
  • experience making recommendations to developing policies, processes and procedures for automated tools and templates to support information technology, business, financial and performance management projects and programs.
  • experience evaluating information management systems and business processes; consulting with customers to refine functional requirements; making recommendations for developing design specifications; and providing technical support during the design, testing or implementation stages.
  • experience applying knowledge of IT applications, concepts, standard, methods, system/hardware requirements, design and modification to ensure integration of information technology, business, financial and performance management programs, projects and services.
