Responsibilities

The Vice President's position plays a leading role in EXIM's newly mandated "Program on China and Transformational Exports" (Program). The Vice President is responsible for working with key Agency officials to advance the
United States' economic security and comparative leadership in the world
. Conducts special assignments as directed by the Counselor to the Chairman and Senior Vice President for the Program on China and Transformational Exports.

The Vice President engages with senior EXIM leadership on competition with China and U.S. economic security, and efforts to advance the nation's comparative leadership in the world regarding China and several transformational export sectors. The incumbent is responsible for assisting EXIM's leadership in keeping America strong by empowering U.S. businesses and workers to compete successfully against entities backed by the People's Republic of China.

At the full performance level, duties include, but are not limited to:
  • In coordination with the Senior Advisor for National Security, supports EXIM engagement in the interagency policy development process relating to China, including by representing EXIM at select policy coordination committee (PCC) meetings, and supporting EXIM's senior-most leaders' engagement at National Securities Council Deputies and Principals meetings.
  • Supports Program efforts with the National Advisory Council on International Monetary and Financial Problems (NAC) to support the Congressional mandate that the NAC "shall ensure that Bank authorizations pursuant to the Program on China and Transformational Exports are considered or reviewed expeditiously, consistent with the other credit standards required by law."
  • On behalf of the Program specifically, and EXIM generally, articulate the EXIM value proposition, build and maintain lasting interagency ties (both with entities that know EXIM well and those that do not), and further integrate EXIM into coordinated whole-of-government efforts pursuant to the United States Strategic Approach to the People's Republic of China . Particular focus will be on integration and opportunity development with numerous elements of the White House Office as well as with the Development Finance Corporation, United States Agency for International Development, State Department, and Department of Defense.
  • Establishes and maintains strategic relationships, and in close coordination with the banking team, identifies and develops deals so that U.S. businesses successfully compete against Chinese state-backed entities in transformational export sectors. Focuses on supporting relationships and deals with U.S. exporters from transformational export sectors that engaged with EXIM through the Strengthening American Competitiveness Initiative.
  • Builds ties and maintains relationships with key trade associations, think tanks, and other influencers. Builds consensus and identifies opportunities among interagency partners, including the intelligence community, State (including diplomatic posts), Treasury, Commerce, DOD, National Economic Council, National Security Council, OMB, Development Finance Corporation, and Millennium Challenge Corporation among others.
  • Develops substance for and supports the execution of mission-critical China-competition-related conferences, trade missions, and related events, as well as engagement with EXIM field offices in key markets.
  • Develops the business case for, and if approved and funded, sets up EXIM's first international field office, leveraging existing U.S. Government facilities and resources.
  • Engages and builds relationships with foreign counterparts.
  • Engages in communication efforts to build external awareness of the Program.
  • Solicits, reviews, and analyzes classified intelligence and sensitive, but unclassified competitive intelligence on matters related to the Program. Engages with the Intelligence Community, think tanks, academia, and private sector sources, including at conferences and external events, in order to ensure that the Program team has the information and insight it needs to be successful, including through written and in-person briefings.
  • Briefs and consults with Congress and fulfills Congressional all mandates in coordination with the Office of Congressional & Intergovernmental Affairs.
  • Coordinates with and supports the office of the Chief Banking Officer, Deal Team staff, and exporter representatives to identify and attract prospective Program-related transactions.
  • Engages in communication efforts to build external awareness of the Program; supports the addressing and/or resolution of legal and policy issues that affect the Program.
  • Maintains and refines a Program-related deal pipeline and supports EXIM's engagement in the DC Central Deal Team.
  • Develops and supports conferences, trade missions, and related events, as well as engagement with field offices in key markets.
  • Supports EXIM engagement in the interagency policy development process.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government. Specialized experience includes:
  • Experience in formulation and/or coordination of national and international security policies
  • Experience with International Government Affairs
  • Experience with international trade, international business, and/or market access issues for U.S. exporters
