As a Management Analyst, GS-0343-13, you will be part of HRS Center for Management Services, Office of Personnel Management. If selected, you will be responsible for implementing business development, HRS marketing strategy and developing/implementing internal and external communications plans to attract customers and support HRS practice area.

Responsibilities

  • Strategizing, planning, organizing, executing the implementation of the HRS Strategic Communications Plan, in accordance with guidance from the Senior Business Advisor.
  • Coordinates with various senior leaders, as well as employees to define strategic communication objectives and oversees the creation of the overall communications plan.
  • Learns from managers, staff, vendors and clients about their business, industry and business development needs to build, broaden and strengthen marketing programs that lead to business referrals. Develops and maintains communication with key client, staff, and vendor personnel.
  • Executes and coordinates implementation of the HRS Strategic Marketing, Business Development, and Communications plans.
  • Conducts market research and customer surveys to obtain trend analysis.
  • Implements, and improves HRS's systems and processes for management of data and information.
  • Drafts, proofreads, and tailors a wide range of formal and informal written products for a variety of audiences. Develops content for briefings, newsletter articles, presentation materials, talking points, and email communication.
  • Maintains consistent and proper usage of HRS corporate branding and style guidelines throughout the organization.
  • Possesses Contracting Officer Representative Certificate and acts as COR on marketing and business development contracts.
  • Participates and supports BDS, CMS and HRS at internal and external meetings, conferences, hearings, briefings and workshops to develop objectives, present and justify requirements and findings, exchange information, and share expertise.
  • Performs other duties as assigned.

Qualifications

For the GS13: You must have one year of specialized experience gained in the public or private sector at or equivalent to the GS-12 grade level or pay band in the Federal Service performing all of the following (either as a Federal employee or in a commercial company): guide a team of marketing and/or business development professionals, marketing and communication planning and tactical execution experience, developing new business with government agencies, internal and external communication development and implementation; overseeing and directing staff's day-to-day project management activities; developing and providing analysis of marketing and business intelligence data; experience in human capital management and training within government agencies; and expertise in using the computer skills necessary to develop outreach, marketing, and communication programs and projects.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
