Summary

The Monitoring and Evaluation Specialist (MES) position is located in the Programming, Training, and Evaluation (PTE) Unit within one of the three Regional operations offices, reporting directly to the Chief of Programming and Training (ChiPT). The MES has responsibility for providing administrative and technical support and assistance to the Region's headquarters staff and overseas Posts in the areas of monitoring and evaluation (M&E) for programming and training.

Responsibilities

The MES will assist with programming and training efforts, the development of monitoring and evaluation plans and tools, data management and analysis, and program reporting. The MES supports the Region PTE Unit to: build the capacity of headquarters and overseas staff in M&E approaches for programming and training; design effective projects and determine appropriate data collection methods; undertake data analysis; prepare information on programming and training to report to office leadership and to external stakeholders; represent the Region in various interoffice M&E meetings and working groups; ensure coordination with stakeholder offices and other agency M&E efforts; and provide training in M&E methods to staff at overseas posts.

The Monitoring and Evaluation Specialist performs the following major duties:
  • Analyzes data collected through different reports and shares the information with Region senior leadership and other stakeholders. Keeps up to date with partner requirements on M&E and reporting.
  • In coordination with the ChiPT, assesses, evaluates, and provides feedback to Posts on program documents, including annual status reports, project frameworks, strategic plans, and other M&E documents. Prepares information on the results of Peace Corps evaluation activities for dissemination to internal and external audiences; conducts/provides assistance to study and analyze program and training trends. Collects and disseminates information on best practices regarding programming and training in the Region.
  • Conducts and advises on analyses or evaluations in support of Region programming and training efforts. Assists Posts in conducting evaluations of programming and training programs; highlighting promising practices and identifying deficiencies; and recommending ways to improve staff and Volunteers' impact and work effectiveness.
  • In coordination with the ChiPT, develops Region-wide participatory M&E systems and processes that increase the effectiveness and accountability of Region projects. Likewise, collaborates with agency-wide M&E staff to ensure the Peace Corps is able to document its overall value. Provides leadership to overseas posts to develop monitoring systems across projects including the use of standard sector indicators, data collection tools, and reporting processes. Supports posts to strategize, develop, and implement M&E plans and systems, including providing technical assistance.
  • Ensures the development of M&E capacity amongst staff across posts and facilitates sharing of promising practices on M&E. Provides coaching and support to M&E Specialists in the field, including technical training on M&E concepts and tools.

Intelligence Background Information

Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment.

Qualifications

Specialized Experience:

You must meet the specialized experience at the grade level(s) in which you choose to be considered by 11:59 p.m. Eastern Standard Time (EST) on the closing date of the announcement. You will receive credit for all qualifying experience, including volunteer experience. To ensure full credit for your experience, please indicate dates of employment by month, day, and year and the number of hours worked per week in your resume.

This vacancy is being announced at two (2) grade levels: FP-4 (GS-11/12 equivalent) and FP-3 (GS-13 equivalent):

FP-4

Qualifying experience for the FP-4 grade level includes one year of specialized experience at least equivalent to the FP-5 or GS-9/10 grade level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience assisting with programming and training efforts, the development of monitoring and evaluation plans and tools, data management and analysis, and program reporting; Ability to assist in the design of data collection methods and evaluation criteria, and methods of measurement to provide a valid assessment of programs.

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related

FP-3 (Education cannot be substituted for experience at this grade level)

Qualifying experience for the FP-3 grade level includes one year of specialized experience at least equivalent to the FP-4 or GS-11/12 grade level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience completing programming and training efforts, the development of monitoring and evaluation plans and tools, data management and analysis, and program reporting; Experience providing guidance on monitoring and evaluation matters for a complex organization with varied programs and functions; Ability to design effective projects and determine appropriate data collection methods, and adapt analytical techniques, evaluation criteria, and methods of measurement to provide a valid assessment of programs or related initiatives.

Time-in-Grade Requirements: Internal applicants and Federal employees who are currently holding, or who has held within the previous 52 weeks, a position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted).
