Summary

This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Central Virginia VA Health Care Network (CVVAHCS/VISN 6), Richmond VA Medical Center, in the Police Service. The incumbent serves as the Administrative Officer (AO) reporting to the Chief of Police Service. Responsible for providing broad and specialized services in planning, developing, management, and service tasks relevant to Police Service at a Category 1-A facility.

Responsibilities

MAJOR DUTIES
  • Maintains responsibility for the initial development, monitoring , and reporting on internal controls taken to eliminate or reduce the possibility of inefficiency and ineffectiveness in administrative operations
  • Assists with the development of improved automated and computerized managerial reports and reporting techniques
  • Maintains Human Resource (HR) records for the Service to ensure that all essential elements are included in the incumbents service folder
  • Maintains administrative responsibility for HR management functions, which include: recruitment/staffing, initiating classification, incumbent/labor relations, the performance appraisal process, incumbent awards, pay/leave administration, training, travel, EEO programs, Worker's compensation, and performing the necessary research related to human resource management issues.
  • Ensures training and orientation are completed for all Service incumbents
  • Recommends personnel actions, in writing, for Service incumbents to recognize outstanding performance using knowledge of incentive award submission procedures, knowledge of the performance appraisal system, and written communications skills
  • Assists the Service with the personnel management program, to which this position is assigned, drafting requests to the Resource Management Committee for replacement personnel, changes in programs which requires changes in the Service Line's resource allocation
  • Prepares and reviews purchase orders for supplies and non-expendable property, such as personal computer hardware and software and other specialized equipment necessary to ensure the effective functioning of the office/Service
  • Performs key duties in the areas of management analysis, administration, supervision, and coordination in support of the various units.
  • Maintains reports and electronic files containing sensitive data while adhering to provisions of the Privacy Act, and other applicable laws, federal regulations.
  • Assist the Chief of Police in developing and implementing administrative management policies, working with management on planning organizational needs, and preparing a service strategic plan.
  • Tracks, prepares documentation & makes appointments for all officers annual physical and psychological exams during all times of the year.
  • Develops plans and procedures for implementation and operation of unrelated processes such as National Crime Information Center (NCIC), Alarm Systems (Panic, Fire, and Intrusion), Closed Circuit Television (CCTV), and Dispatch Operation

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/10/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 and for a GS-9 position you must have served 52 weeks at the GS07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-7 qualification Requirements:
  • Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting in strategic planning; creating and maintaining statistical data for decision-making purposes; developing and monitoring cost effective programs, developing and updating policies pertaining to the administrative and operational activities; developing methods and tools to evaluate program activities and effectiveness and performing trending and evaluative work.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one (1) full year of progressively higher-level graduate education that demonstrates the knowledge, skills, and abilities necessary to do the work of the position or superior academic achievement (Transcript Required).

GS-9 qualification Requirements:
  • Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting in strategic planning; creating and maintaining statistical data for decision-making purposes; developing and monitoring cost effective programs, developing and updating policies pertaining to the administrative and operational activities; developing methods and tools to evaluate program activities and effectiveness and performing trending and evaluative work.

Education: Applicants may substitute education for the required experience. To Qualify based on education for this grade level you must have a masters or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree that demonstrates the, skills, and abilities necessary to do the work for this position, or LL.B or J.D. if directly related (Transcript Required).

Combination: Applicants may also combine education and experience to qualify at the GS-9 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 % to qualify at the GS-9. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The duties and responsibilities of this position require mobility within the medical center. Extensive walking, some stooping and bending are required. The incumbent may be required to carry light items such as books, files and documents from one office to another. Ability to adjust to changes in procedure, work pressures, and deadlines is required.
