As a Staff Accountant, GS-0510-12, you will perform the following duties:
  • Responsible for establishing and designing methods and tools to effectively monitor and assist the operation of National Guard Bureau finance and accounting operations at the state level to include General Fund Enterprise Business System (GFEBS). Performs technical and proficient analysis regarding accounting programs, financial systems, and section business processes.
  • Plans, coordinates, and conducts an annual written Quality Assurance Program (QAP). The QAP directs reviews of all functional finance and accounting operations.
  • Acts as an advisor while providing technical advice and assistance to the FM and the USPFO on matters involving statutory provisions, regulatory requirements, procedures, systems, or problems arising from changes in the mission, programs, and / or organizational structure.
  • Coordinates with other organizations such as the OSD, Pentagon's HQDA-ASA-FM, DOA's Division IG, NGB Financial Improvement Audit Readiness (FIAR) Team and Operational Team (ORP) on matters pertaining to Audits, inspections (IG & ORP) and Financial Management (FM) Certification program.
  • Develops an effective implementation of Standard Operating Procedures (SOPs) for all areas within the Resource Management office; and ensures that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures. Develops new business mapping and approaches where no precedent exists. Shapes new programs, compliance with new legislation, or facilitating the resolution of long-standing problem areas of vital importance to the organization.
  • Performs other duties as assigned.

REMARKS: TEMPORARY PROMOTION Position opened to current employees in the Virginia Army National Guard Military Technician Program. Selected applicant will receive a temporary promotion Not to Exceed 1 October 2021. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion could be converted to a permanent action without further competition. Additionally, applicant selected can be returned to the position held prior to the Temporary Promotion when the temporary action is no longer needed.

GENERAL EXPERIENCE : The applicant must have at least 12 months experience or training which has provided the knowledge, skills, and abilities listed below:
  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in presenting formal training presentations and briefings; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE : Applicant must have at least 36 months of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:
  • Performs technical and proficient analysis regarding accounting programs, financial systems, and section business processes.
  • Identify findings and provides the corrective action plans with a formal written report to the Financial Manager (FM), Deputy USPFO, and USPFO.
  • Acts as an advisor while providing technical advice and assistance to the FM and the USPFO on matters involving statutory provisions, regulatory requirements, procedures, systems, or problems arising from changes in the mission, programs, and / or organizational structure.
  • Develops statistical and mathematical models to identify abnormalities and system and process vulnerabilities.
  • The employee must complete the higher financial management certification within 24 months of appointment to the position.
    The Employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, when he or she fails to obtain the required Financial Management Certification and education requirements for the GS-0510 graded Accounting Program position.


    Series GS-0510 Positive Education Requirements
    1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.

    2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that:(a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;(b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and ,(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
