Summary

As a Communications Specialist in the Office of the Senior Deputy Comptroller for Management and CFO, you will contribute to managing the communication efforts of the Office of Management (OM) to include communication planning, communication project management, communications content development, OM branding and marketing, OM web page updates, form development, survey development, coordination with change management practitioners, and other communication activities.

Responsibilities

The following are the duties of the Communications Specialist at the NB-V level. If you are selected at the NB-III or IV level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.
  • Serve as a member of the OM Front Office team and work to make sure communications efforts are incorporated into all OM initiatives, including coordinating appropriately with the Office of Public Affairs.
  • Participate in developing and implementing OM communication strategies, including evaluating strategies and providing assistance to OM business units relating to specific communication needs to devise and execute employee focused communication plans in support of OM programs and activities targeting internal OM and broad OCC-wide audiences.
  • Conduct research, and draft and edit materials for distribution and presentation to identified audiences, including all OM content for digital communication platforms and OM communication products.
  • Act as technical assistant to management in a variety of matters relating to planning activities and developing, implementing, updating, and/or monitoring OM information for publication in various media. You will advise on appropriate audience, communications timing, marketing, phasing, and approach and assure OM communications products and releases are consistent with Office of Public Affairs provisions.
  • Work with others to organize and oversee communications events and activities, including coordinating the staging of Headquarters-based meetings and events with OCC officials for various OM programs.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

Specialized Experience:

For the NB-III:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-II level to qualify for the band level NB-III. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of specialized experience for the NB-III position include:
  • Providing administrative or technical support to an organization; and
  • Working with individuals to accomplish work assignments; and
  • Communicating with individuals inside and outside an organization to exchange information

OR


Education:

You may substitute education for experience as follows: Completion of 1 full year of graduate level education or superior academic achievement in an accredited college or university.


OR


Combination of Education and Specialized Experience: Have a combination of graduate level education from an accredited college or university AND specialized experience (as described above), which is equivalent to the NB-II level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. One year of full time graduate education is considered to be number of credit hours that the school attended has determined to represent one (1) year of fully-time study. If the number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. The percentage of specialized work experience and the percentage of graduate study must total at least 100%.You may qualify based on a combination of education and experience. Education must have been obtained in an accredited college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university.

Specialized Experience:

For the NB-IV:


You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-III level to qualify for the band level NB-IV. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of specialized experience for the NB-IV position include:
  • Participating in the development and implementation of communication strategies; and
  • Working with others to organize and oversee communications events and activities

OR

Education:

You may substitute education for experience as follows: Completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in an accredited college or university.

OR

Combination of Education and Specialized Experience: Have a combination of graduate level education from an accredited college or university AND specialized experience (as described above), which is equivalent to the NB-III level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. One year of full time graduate education is considered to be number of credit hours that the school attended has determined to represent one (1) year of fully-time study.
