Responsibilities

Serves as the Financial Reporting Analysis Execution Section Head for Future Operations Branch, Marine and Family Programs Division (MF), Headquarters Marine Corps.

Provides direct oversight of the Appropriated and Non-appropriated Fund Financial Management Execution Section Independently performs review for budget execution work and assumes technical responsibility for all Appropriated Fund (APF) and Non-appropriated (NAF) financial management functions at the corporate level that support overall financial operations for Marine and Family Programs (MF) Division. Serves as subject matter expert to Headquarters senior staff personnel, MF Division staff, and senior financial officials at commands and agencies supporting Marine and Family programs (Marine Corps Community Services (MCCS)) on APF and NAF budget allocations and execution for MF programs. Manages, monitors and reports on financial operations of an integrated financial management system to include accounting, procurement and budget executing.

Advises and assists the Supervisory Financial Management Assistant Branch Head, the Future Operations Branch Head, the Chief of staff, Director for MF Division and program staff at HQ and in the field on matters related to the budgeting, executing, and accounting for MF's APF and NAF funds. Responsible for overseeing procurement administration for MF Division.

Serves as the MF staff financial execution expert. Advises the Director, chief of staff, Future Operations Branch Head, Future Operations Assistant Branch Head and program managers on issues such as appropriated and non-appropriated fund laws and regulations; budgeting strategies and techniques; use of financial management products and systems; resource distribution; program priorities; financial forecasts and current year financial plans. Ensures appropriated MF staff have the necessary information and advice to properly plan and execute MF's APF/NAF budget. Provides financial information, including financial reports showing the status of budgetary authority, obligations, and expenditures of funds; trend analyses of expenditures; and comparisons of actual performance to the financial spending plan and identification of variances.

Interprets new guidance and budget procedures and writes clear concise supplemental guidance for MF program managers and planners. Provides historical cost data and other financial information to help program managers articulate and justify resource requirements. Reviews, analyzes, edits, and consolidates approved budget submission for MF's programs. Identifies funding shortfalls and prepares associated supporting documentation. Proposes alternative methods of financing unfunded requirements.

Coordinates with FMO Division to ensure MF's APF budgets are properly executed and planned obligations by program managers can be made in accordance with laws and regulations applicable to appropriated funds.

Serves as the financial budget execution point of contact at Headquarters to help MCCS field finance offices with financial issues or initiatives regarding MF Division APF/NAF and acts as liaison between field and other headquarters organizations such as the Financial Management Division within Manpower and Reserve Affairs (M&RA) and the Programs and Resource Department and the MCCS Shared Service Center. Provides advice and authoritative opinions to management officials on corporate level financial management functions that support overall financial operations, and interface with automated support systems and controversial issues. Provides expert analysis and technical expertise on the designated financial systems applications and functions. Reviews financial documents, correspondence and reports from higher authority to provide decisions and recommendations on resolving difficult issues and technical difficulties.

Collaborates with the Business and Support Services Division (MR) to efficiently manage data and create a comprehensive resource picture for APF/NAF. Assists MF staff in developing and achieving effective APF/NAF programming strategies to ensure current funding steam that supports organizational goals and plans.

Supervises full performance level financial specialists to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and approving time, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.

This is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:

Qualifications

Bachelor's degree in Business Administration, Finance or Public Administration, or a related field such as Accounting appropriate to the work of position and four years of experience in the occupation, or a related field or work area, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above.

Skill to: provide expert advice on, implement and monitor financial planning, programming, budgeting and execution using an automated system. Knowledge of the Standard Accounting, Budget and Reporting System (SABRS); the USMC Programming Budget Information System (PBIS); NAF financial system Computron and Cognos and the USMC organizational structure preferred. Skill to effectively represent MCCS and the Marine Corps in senior level meetings, presentations, discussions and dialogue, and deal effectively with senior staff personnel at all levels regarding budgetary issues.

Skill to: prepare and present multi-year budget plans and forecasts; analyze, interpret and apply complex policies and regulations in developing budgeting plans and policies; gather, assemble, consolidate and analyze financial data and draw conclusions to resolve complex issues or problems and provide recommendations and process improvements.

Skill to: analyze and evaluate automated accounting systems, monitor workflow processes, and analyze trends to provide status of operations; make improvements, correct deficiencies and assist in program development, assessment, and evaluation. Knowledge of and experience in federal acquisition planning and execution to ensure fiscal integrity of operations, accuracy of reports, adequacy of controls and compliance with federal laws and regulations.

Knowledge of and experience in budgeting and finding effective solutions to unique and/or complex situations to ensure fiscal integrity of operations, accuracy of reports, adequacy of controls and compliance with federal laws and regulations. Experience supervising employees in the accomplishment of work.
