Job Announcement

Directs the budget development process for Fairfax County Public Library (FCPL), develops agency budgets, coordinates agency fiscal activities, and prepares fiscal analyses of agency organizational changes. Supervises paraprofessional accounting and procurement staff. Performs other duties as may be assigned to further the goals and objectives of FCPL. Works under direction of the Library's Financial Services Director.

Note: The salary offer will not exceed the midpoint (or $79,573.10) of the advertised compensation range. Promotional rules apply for current Fairfax County Government and Fairfax County Public Schools employees.

Schedule: Occasional overtime may be required.

Illustrative Duties

  • Prepares and/or analyzes financial data and makes recommendations;
  • Plans, organizes and participates in the reconciliation of funds;
  • Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
  • Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
  • Prepares or assist development of the agency budget and monitors budget status.


Required Knowledge Skills and Abilities

  • Knowledge of generally accepted accounting principles;
  • Ability to prepare, interpret and analyze financial reports and statements;
  • Ability to develop and apply budget, procurement, and payment procedures in accordance with established county policies.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

CERTIFICATES AND LICENSES REQUIRED:

Not applicable.

PREFERRED QUALIFICATIONS:
  • Strong analytical, computer, oral and written communication skills, and significant expertise in the area of financial management, to include preparing and monitoring full cycle budget activities (analyzing financial trends and preparing audited financial statements) and performing reconciliation of financial transactions;
  • Experience working for a local or federal government in finance/budget;
  • Supervisory experience a plus;
  • Experience with Microsoft Office applications particularly MS Word and Excel.

NECESSARY SPECIAL REQUIREMENTS:

This appointee to the position must satisfactorily complete a criminal background check.

PHYSICAL REQUIREMENTS:

Job is generally sedentary in nature, however duties require ability to walk, stand, sit, climb stairs, reach, and bend. Ability to use hands to grasp, handle, and feel. Visual acuity to read and input data on PC. Ability to operate keyboard driven equipment. Ability to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
