Job Announcement

Supervises teams that provide subsidized child care and resource and referral services to designated region areas. Prioritizes workload and manages caseload distribution. Performs quality assurance and works to resolve difficult cases. Implements state and local child care regulations, and interprets and applies CCAR policies for parents and provides. Coordinates CCAR services with other departmental programs and with community organizations. Oversees operations of regional offices. Develops and conducts training and outreach for various groups. Monitors workload indicators and produces reports. Works on special projects. Duties are performed under the supervision of a Child Care Program Administrator I, Child Care Assistance and Referral program (CCAR). Reviews written communication materials that are disseminated to the public; monitors program statistics and reviews production of reports summarizing program accomplishments. Directs and supervises a large staff of child care subsidy professionals who determine family’s eligibility for subsidy child care, authorize children into quality child care settings and manages contracts between child care vendors and the County.

Illustrative Duties

  • Plans and directs the administration, programming, and management of a broad program area;
  • Interprets federal, state, and local laws and regulations as they apply to programs;
  • Assists in developing various program policies and procedures;
  • Provides comprehensive training and technical assistance for child care programs;
  • Has ultimate responsibility for the development of all training programs on program planning and child development;
  • Provides quality assurance for programs and makes recommendations for improvements;
  • Performs short- and long-range planning and adjusts systems and resources to match current program strategies;
  • Represents the program in task forces including other governmental agencies and community groups;
  • Directs and supervises a large staff of supervising professionals who develop, deliver and evaluate training in the field of child care or child development and/or child care specialists;
  • Oversees and coordinates recruitment and staffing issues.

Required Knowledge Skills and Abilities

  • Comprehensive knowledge of the principles, concepts, and methodology of assigned area of accountability;
  • Knowledge of county budget/fiscal policies and procedures;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to perform short- and long-range planning and monitor effectiveness of programs;
  • Ability to keep current on the latest theories of early childhood development and education;
  • Ability to work independently and as a leader of a team;
  • Ability to manage projects and supervise others;
  • Ability to serve as a supervisor of a training or technical assistance team;
  • Ability to work collaboratively to build partnerships with other jurisdictions and organizations (e.g. businesses, non-profit entities, etc.).

Employment Standards

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited college or university with a major in early childhood education, psychology, social work, or a closely related field; plus three years of professional experience in day care administration, early child education, or related human service administration.

  • Bachelor’s degree plus two years of human services or related professional work experience.
  • Familiarity with principles and practices of early childhood education, child care programs, and/or family casework.
  • Experience working with families and/or child care programs.
  • Experience determining eligibility for benefits and services and using automated systems.
  • Experience training and mentoring staff.
  • Experience in auditing and reviewing records for accuracy.
  • Able to work effectively as a leader in a team-oriented environment and to use computers and automated systems as tools for casework and generating reports.
  • Supervisory experience; experience working with subsidized programs; experience in community outreach; working knowledge of the county’s information systems.

The appointee to this position will be required to complete a criminal background and Child Protective Services check to the satisfaction of the employer.
